  • ["Valeriy Aleksandrovich Vostrotin was born on 1952 in the city of Kasli in Chelyabinsk Oblast.   He completed the Ryazan Higher Airborne Assault Command School in 1975, the Military Academy imeni M.V. Frunze in 1985, and the Military Academy of the RF Armed Forces General Staff in 1994.   He has served in various command positions, from platoon commander to commander of an airborne assault division.   He has been Deputy Minister of the Russian Federation for Civil Defense, Emergencies, and Natural Disasters since 1994.   He is a Hero of the Soviet Union (Nezavisimoye Voyennoye Obozreniye, 20 Sep 02).]

  • [BIOGRAPHICAL INFORMATION, KONDRAT'YEV: born 17 Nov 44 in Klintsy, Bryansk Oblast'.  In 1962, entered the Kharkov Guard  Tank School. Began his career as an officer in Germany.  Commanded a platoon and a tank company. After graduation from the  Military Academy of the Armored Troops in  1973, served in Moscow Military Oblast. 1983-85, at the General Staff Academy.  After the academy, served in the Carpathian Military  District, First Deputy Commander of 40th Army in Afghanistan (1986-88), in the Transbaykal  region, and in Turkestan Military District in the posts of First  Deputy Commander, Army Commander, and First Deputy Commander. In December 1991, appointed Commander of Turkestan Military  District. Last Commander of Turkestan Military District, appointed Deputy Defense Minister by presidential decree 11 Jun 92.  Married. [N.B. In the last days of December 1994 it was rumored that KONDRAT'YEV was to be DISCHARGED from his post as Deputy Minister of Defense due to conflict with Minister Grachev over the Chechnya crisis.  As of 30 Dec, however, no order had been seen. "In the general's view, the decision to discharge him was in fact prompted by his refusal to command the military operation in Chechnya." (Moskovskiy Komsomolets 29 Dec 94 p 1). His resignation was accepted (sic) in Feb. 1995 (Kommersant-Daily 14 Feb 95 p 1).  Ran for election as the third electoral candidate from the "Duma-96" public political movement.
