- ["Piskunov was born in 1951 in Taganrog in Rostov Oblast. He completed the Military Academy imeni F.E. Dzerzhinskiy in the field of military engineer and radio technician, and off-campus graduate studies at the same academy. He completed training at the Financial Academy of the Government of the RF and business school in London. He served in the military at the State Test Range (Plesetsk Cosmodrome) from 1974 to 1990. He was a people's deputy of the RSFSR from 1990 to 1991, and deputy chairman of the RSFSR Supreme Soviet Commission for Communications, Information Sciences, and Space, and then the Committee for Defense and Security. He became chairman of the Committee for Military-Technical Policy of the RF Ministry of Defense in November 1993, and a deputy to the State Duma and deputy chairman of the RF Federal Assembly State Duma Committee for Defense in December. He was deputy manager and manager of an administrative department in the apparatus of the RF government in 1995, and deputy chairman of the commission for military-industrial matters of the RF government. He has been an auditor at the RF Comptroller's Office since 2001. He heads up the area of monitoring federal budget expenditures for national defense.
