MAIN MILITARY PROCURACY [Procuracy General]

·  [The Main Military Procuracy of the USSR Armed Forces was turned over to the USSR Procurator General, Trubin, in October of 1991 following the attempted coup d'etat. " (Moscow All-union Radio First Program Radio- 1 Network in Russian 1500 GMT 29 Oct 91.)  According to USSR Deputy General Procurator Yanis DZENITIS military law-enforcement organs were to be removed from the Ministry of Defense and become fully independent.  The Main Military Procurator's Office was to be transformed into the Main Directorate to Supervise the Implementation of Laws in the Armed Forces under the USSR General Procurator. (Moscow IZVESTIYA 5 Nov 91 Union Edition p 8.) The name of this agency was changed from "Main Directorate for Supervision over Fulfillment of the Laws in Armed Forces" back to "Main Military Procuracy" as of August 1994 (Krasnaya Zvezda 26 Aug 94 p 1).]

Окончил Опочецкое зенитно-ракетное училище противовоздушной обороны (1970), военно-юридический факультет Военно-политической академии имени Ленина (1977). Работал следователем, занимал различные должности в прокуратурах Дальневосточного и Сибирского военных округов, был первым заместителем, а затем - военным прокурором Балтийского флота.   • [Previous Procurator General, SKURATOV, Yuriy Il'ich, was suspended from office by President Yeltsin on 2 April 1999., (Trud 25 Oct 95 pp 1-2). (RIA 1302 GMT 16 Dec 98).  BIOGRAPHICAL INFORMATION, SKURATOV:  born in 1952.  Graduated with distinction from the Sverdlovsk Juridical Institute.  In 1977 became a candidate and 10 years later a doctor [of juridical sciences]. Worked as a teacher and holds the rank of professor.  From 1989 through 1991 worked as a consultant and Deputy Head of the CPSU Central Committee Department for Legislative Initiatives and Legal Questions, and then as a consultant in Russia's security services, from where he was discharged into the reserve with the rank of Colonel.  In 1993 headed the Russian Federation General Procurator's Office Research Institute Into Problems of Strengthening Legality and Law and Order.  Member of the General Procurator's Office Collegium.  Around 100 published scientific works.  The draft Law on the Prosecutor's Office and Russia's Criminal Code and Code of Criminal Procedure were prepared with his direct involvement.  "His colleagues describe him as someone noted for his principledness in defending a position and committed to collective methods of work." Noted as a Col-Gen, (Moskovskiy Komsomolets 11 Oct 96 p 2; Rossiyskiye Vesti 2 Apr 97 p 2).  BIOGRAPHICAL INFORMATION, PANICHEV: born in 1941 in Vologda Oblast.  Worked in prosecutor's office organs after graduating from Leningrad State University Legal Faculty in 1967.  Prosecutor of Pskov and Rostov Oblasts.  Chief military prosecutor since 1992. (Krasnaya Zvezda 24 Nov 95 p 2).  Said to be an opponent of Baturin  ...What is the reason for the unsinkable quality of the modest Colonel-General who has survived four of Russia's prosecutor generals?  An executive at the office of the procurator-general, who requested to remain anonymous, had the following answer: "He's a nobody.  Just an empty space.  He doesn't get in anyone's way, he is good for everybody.  He will go a long way if he is not stopped in time."   • ["The Main Military Procuracy is undergoing such rapid changes that the news agencies keep tripping over their own reports.   Reported personnel changes are suddenly refuted or turn out to apply to completely different people.   The only certainty is that former Military Prosecutor Aleksandr SAVENKOV of the Moscow Military District has replaced Yuriy YAKOVLEV as the first deputy chief military prosecutor. ... Pursuant to an order that has already been signed, Yuriy Petrovich's [Yakovlev's] seat will now be occupied by Major General Aleksandr Savenkov, the former military prosecutor of the Moscow Military District.   General Savenkov is quite young--just 40, but he is also quite experienced in his field.   He graduated from the Military Law School of the Moscow Military Institute and went to work in Siberia.   Before he ended up in the procuracy of the Moscow Military District (where, incidentally, he replaced current Chief Military Prosecutor Mikhail Kislitsyn), Aleksandr Savenkov headed the military procuracy of the Siberian Military District."   • ["Lieutenant General Yuriy Yakovlev was in charge of investigations in the GVP [Main Military Procuracy].   He just recently went on board the nuclear-powered submarine "Kursk" with Prosecutor General Ustinov.   Now he has been dismissed as the head of investigations and transferred to the Procuracy General, where he will head the office overseeing the Main Penal Administration.   The official reason for the transfer is Yakovlev's age:   Yuriy Yakovlev will turn 55 in February.   This probably is not the real reason for the "demotion" of the GVP's chief investigator, however.  Some people say Yakovlev has had frequent disagreements with his superiors over the investigation of some highly publicized criminal cases, and his superiors are sick and tired of this.   That is why Yakovlev was quietly transferred to the Procuracy General, from which he probably will go into retirement just as quietly."   • ["Alekseyev was first deputy military prosecutor of the capital for two years (1994 and 1995).  He was then appointed to the post of prosecutor of the Volga Military District, and has now returned to Moscow.  Sergey Alekseyev graduated from the Irkutsk State University Law Faculty and has been working in the organs of justice for more than 20 years now.  He has served in Ivanovo, in the Transbaykal region, and even in Baykonur.  Sergey Alekseyev was military prosecutor in Potsdam when the Western Group of Forces was in Germany.  Major General Alekseyev was appointed to the post of Moscow city military prosecutor by order of the general prosecutor 25 December 2000.  However, he has assumed his duties a month later because of urgent tasks at his previous place of work -- the Volga Military District" (Moskovskiy Komsomolets 31 Jan 01 P 1).]
