·   [Following the Aug. 1991 Coup, President Yel'tsin assumed authority as CINC.  Yel'tsin's decree assuming authority as CINC specified that: "My authority as Commander of the Armed Forces of the USSR upon the territory of the RSFSR ends when the President of the USSR resumes the performance of his duties as Supreme Commander-in-Chief of the Armed Forces of the USSR or when new bodies for running the Armed Forces of the USSR are formed in accordance with the Constitution of the USSR and the laws of the USSR." PUTIN: Born in Leningrad on 7th October 1952, he graduated from the law department of Leningrad State University in 1975 and served in the security service until 1992.

He moved to Moscow in August 1996, where he was offered the post of deputy head of the facilities management department in the presidential staff.   In March 1997, he became a deputy chief of the presidential staff and the head of the Main Control Department.   In May 1998, he was appointed first deputy chief of the presidential staff.

He became the director of the Federal Security Service in July 1998 and since March 1999 combined this post with the duties of the secretary of the Security Council.

He was appointed the prime minister of the Russian Federation in August 1999 and became the acting president of the Russian Federation on 31st December 1999.

On 7th May 2000 he was inaugurated as the president of the Russian Federation.


       He holds the rank of colonel and the title of candidate of economic sciences.   He is married with two children, and is a master of sports in sambo (martial art of unarmed self-defence) and judo. (Voyeninform Military News Agency, 28 Jun 00).

Advisor on Military-Technical Policy --- BURUTIN, Aleksandr, Major-General (Kommersant in Russian 21 Apr 03).

  • ["Burutin was born in 1956 to a serviceman's family.  From 1978, after graduating from the Moscow Higher Combined Arms Command School, he served in command and staff posts in the troops, and from 1992 at the General Staff.  In 1986 he graduated from the M. Frunze Military Academy, and in 1997 from the General Staff Military Academy.  He finished both academies with distinction.  General Burutin's ascent of the Kremlin Olympus began after he met the president at the end of March 2002.  Back then, Vladimir Putin was on vacation at the Sobolinaya ski center near Baykalsk in Irkutsk Oblast, and in the evenings he used to meet with scientists and specialists.  At one of these meetings national security issues were discussed, including questions of military reform and military-technical policy in the short and long terms (just before the president left for Baykalsk the Security Council and the Defense Ministry had embarked on formulating the fundamentals of military-technical policy, which were examined and adopted at the Security Council session in late February 2003).  Apart from scientists, designers, and creators of military equipment, two General Staff generals took part in the discussion with the president -- Lieutenant General Aleksandr Lukin and Maj.Gen. [SHAPOSHNIKOV:  born in the settlement of Bolshoi Log, Aksaisk district, Rostov region, on 3 February 1942 into a workers' family.

·   DRACHEVSKIY Born on 5th April 1942, he graduated from the Moscow Institute of Chemical Technology named after D.I.   Mendeleyev in 1966, the State Central Institute of Physical Culture in 1982, and the advanced training course for diplomatic personnel at the Diplomatic Academy of the Russian Foreign Ministry in 1993.

·   LATYSHEV:  "Before being appointed Russian deputy interior minister he had been in charge of the Perm Oblast Internal Affairs Administration.   Admittedly, that oblast is not part of the Urals Federal District -- it covers the territory of Kurgan, Sverdlovsk, Tyumen, and Chelyabinsk Oblasts, as well as the Khanti-Mansiysk and Yamalo-Nenetsk Autonomous Okrugs.

·   "The leaders of these territories greeted Petr Latyshev's appointment with approval.   But some commentators, assessing Vladimir Putin's latest meeting with governors, called it sensational, seeing it as a retreat by the president from his previous hard-line positions." ·       Born on 30th August 1948, graduated from the Omsk Higher School of the Interior Ministry and the Interior Ministry Academy, was head of the Interior Ministry department in the Executive Committee of the Perm City Soviet, and head of the Interior Ministry department of the Krasnodar Territory.

·       1990-93:   people's deputy of the Russian Federation, member of the Russian Federation Supreme Soviet committee on law, order and struggle against crime.

·   Vladislav Nikolayevich Tumanov was born on 29th January 1958 in the town of Sverdlovsk. In 1983 he graduated from the Sverdlovsk law institute. From 1976 to 1977 he was a carpenter at the construction department of the Sverdlovskgrazhdanstroy trust [Sverdlovsk civilian construction]. From 1977 to 1979 he served in the Soviet Army. From 1983 to 1990 he was a legal adviser and the head of the legal department of the Pskov cogwheels plant. From 1990 to 1992 he was the deputy director of the northeastern centre of the All-Union law firm, Kontract. From March to April 1992 he was the first deputy head of the Pskov Regional administration. From 1992 to 1996 he was the head of the Pskov Regional administration. From 1993 to 1996 he was a deputy, a member of the Federation Council [upper house of Russian parliament] of the Russian Federal Assembly [parliament]. From 1996 to 1998 he was the secretary of state and the first deputy minister of regional and national policy of the Russian Federation. From 1998 to 1999 he was the deputy minister of national policy of the Russian Federation. He has been awarded the Order of Friendship. He is married and has a daughter. (ITAR-TASS 7 Aug 00).
