"June 13 (AVN) - President Vladimir Putin has promoted Chief-of-Staff
of the North Caucasus military district Vladimir Bulgakov to the rank of
colonel general, a spokesman for the district headquarters told the Military
News Agency on Wednesday."

Born in the town of Belaya Kalitva in the Rostov region, south-western
European Russia, in 1949.

Career:

From 1971 to 1976 served in the Central Troop Grouping in Czechoslovakia,
occupying posts of tank platoon commander, tank company commander and tank
battalion commander. He was promoted to the ranks of senior lieutenant
and captain ahead of time. Then he served as chief-of-staff and commander
of a motorised rifle regiment, deputy commander and commander of a motorised
rifle division.

From 1985 to 1987 Bulgakov participated in hostilities in Afghanistan.

In 1993 he was appointed commander of the 166th separate motorised rifle
brigade headquartered in Tver,

then deputy commander of the 58th general army headquartered in Vladikavkaz.

In 1995 Bulgakov commanded the Defence Ministry troops group in Chechnya.
. The same year he became commander of the 8th army corps headquartered
in Volgograd

December 1998 deputy commander of the North Caucasus military district
in charge of emergencies.

In October 1999 Bulgakov took command of the northern troops group in the
North Caucasus. He supervised the storming of Grozny.
The general was awarded the order "For Service to the Motherland in
the USSR Armed Forces" of the third degree in 1975, two orders of Red Star
in 1984 and 1990, Order of Red Banner in 1987 and Order of Courage in 1995.
