    ГРИГОРИЙ РАПОТА НАЗНАЧЕН ПЕРВЫМ ЗАМЕСТИТЕЛЕМ МИНИСТРА ПРОМЫШЛЕННОСТИ, НАУКИ И ТЕХНОЛОГИЙ (13.06.00 16:22:46)
    МОСКВА. 13 июня. АВН. Как сообщили корреспонденту Агентства военных новостей в аппарате правительства РФ, распоряжением председателя правительства России Михаила Касьянова генерал-лейтенант Григорий Рапота назначен первым заместителем министра промышленности, науки и технологий. Григорий Рапота родился 5 февраля 1944 года.
         Окончил Московское высшее техническое училище имени Баумана и Институт внешней разведки. Работал на руководящих должностях в государственных учреждениях и ведомствах, в том числе заместителем директора Службы внешней разведки и заместителем секретаря Совета безопасности РФ. С ноября 1998 года возглавлял госкомпанию "Росвооружение". С августа 1999 года работал первым заместителем министра торговли, курирующем вопросы военно-технического сотрудничества
         России с зарубежными странами. За время работы в госкомпании "Росвооружение" и Министерстве торговли Григорий Рапота проявил себя как профессионал высочайшего класса в области оружейного бизнеса. При его непосредственном участии был подписан ряд важных для России контрактов, а также существенно пополнился портфель перспективных заказов. Он сумел грамотно построить отношения с промышленностью, другими спецэкспортерами, что положительно сказалось на объемах экспорта российского оружия. В отличие от многих своих предшественников
         Григорий Рапота не замешан ни в одном скандале, связанном с торговлей оружием. В аппарате правительства РФ не исключают, что на новой должности он будет также заниматься координацией деятельности российских субъектов военно-технического сотрудничества, в том числе госкомпаний "Росвооружение" и "Промэкспорт". Этим же распоряжением председателя правительства РФ первыми заместителями министра промышленности, науки и технологий назначены Борис Алешин (статс-секретарь), Михаил Кирпичников и Андрей Свинаренко. 
    RAPOTA:  was deputy director of the Foreign Intelligence Service [SVR], holding that post since 1993 (Moscow Radio Rossii Network in Russian 1900 GMT 22 Dec 95).  Assigned to SVR HQ in Yasenevo.   According to what Russkiy Telegraf was told by the SVR, Grigoriy Rapota was "responsible for maintaining partnership ties with foreign states' special services." (Moscow Russkiy Telegraf in Russian 23 Apr 98 p 3).  Has served overseas for extended periods, to the United States, Finland, and Sweden (Krasnaya Zvezda 1 Dec 98 p 3).  Deputy Secretary of the Security Council, (RIA 0954 GMT 22 Apr 98), supervised the Security Council’s International Relations Directorate (Russkiy Telegraf in Russian 9 Jun 98 p 2).  Husband of the Foreign Intelligence Service's Press Secretary, Tatiana Samolis.  “Grigoriy Rapota is not experienced in selling armaments but that is true for his predecessors.      [Correspondent] “Rapota is considered to be Yevgeniy Primakov's man, thus the Prime Minister has counterbalanced the influence of his first deputy, Maslyukov, who supervises the Government commission on military-technical cooperation. A very interesting statement was made today by Yuriy Maslyukov, to the effect that this commission might be transferred to Yevgeniy Primakov's direct control in the very near future. This would mean the head of the Russian Government gaining almost total control over the arms trade, which is such an important and profitable source of budget revenue” (NTV 1600 GMT 30 Nov 98).]

    According to Yuriy Maslyukov: "Grigoriy Alekseyevich Rapota has a brilliant reputation as someone to whom the most serious tasks can be entrusted," Yuriy Maslyukov stressed. "The job he has been given is difficult and extremely demanding. Unfortunately, a decline in the volume of military-technical cooperation has been observed lately. This could not fail to affect the situation at defense enterprises, for which arms exports account for two-thirds of their earnings."

    “The first vice premier drew particular attention to the need to intensify work on creating special enterprises abroad and to tackle problems associated with servicing and upgrading the military equipment and weapons supplied to foreign countries in the past. He said that it is planned, in the foreseeable future, to reorganize somewhat the military-technical cooperation system and grant more powers and authority to the Military-Technical Cooperation Commission” (Krasnaya Zvezda 1 Dec 98 p 3).]
