center, whose upkeep, according to the Americans' somewhat inflated estimates,
costs Russia about $300 million per year, was opened in accordance with
a treaty between Cuba and the USSR in 1978. This base was later modernized
and began operating on the basis of the Russian-Cuban agreement of 1993.
According to unofficial reports, this radioelectronic intercept and space
surveillance station (the largest in the Western Hemisphere that does not
belong to the United States) is capable of monitoring all communications
passing through U.S. civilian and military electronic satellite communications
