From 1991 he was first deputy chief oforate for Work With Personnel of the Federal Government Communications and Information Agency under the Russian Federation president. He joined the border guards in 1992 as deputy commander of the Border Troops and in 1995 became deputy director of the Federal Border Service. In this post he was responsible for troop training, educational work, and departmental educational establishments. He was known among his subordinates as a cultured person, "without harmful habits," and, unlike General Nikolayev, his predecessor, not prey to political ambition” (Russkiy Telegraf in Russian 15 Sep 98 p 2).   “Like Yeltsin, Bordyuzha is a big tennis fan but prefers the ordinary man's volleyball to the tennis court of the elite. He is no bright star, no individualist, but rather a team man. When he was deputy to Andrey Nikolayev at the Federal Border Guard Service, he was in charge of border higher educational institutions, sports, and artistic activities. Other deputies had much more important patches. However, when he left his job it was Bordyuzha whom Nikolayev recommended to the President as his successor as director of the Federal Border Guard Service. Moscow Bauman Higher Technical School (1969). Doctor of Historical Sciences, Professor, and a Corresponding  Member of the Russian Academy of Sciences. Until  recently, Deputy Director of the United  States and Canada Institute. Specialist on military  political issues and national security. Reserve officer. Married, two children.  (Krasnaya Zvezda, 7 Apr 92).  Appointed First Deputy Minister of Defense 3 Apr 92, (Itar-Tass, 3 Apr 92).  According to Volkogonov as Deputy Minister of Defense his responsibilities included servicemen's social protection, arms purchases, military-political questions, budget and finance issues (Krasnaya Zvezda, 11 Apr 92). (Krasnaya Zvezda, 7 Mar 95).  In Jan. 1996 also appointed “Secretary of State,” to provide K. with greater “leeway for doing business with legislative agencies...” (ITAR-TASS, 26 Jan 96).  According to Volkogonov the sphere of activity for this Kokoshin included servicemen's social protection, arms purchases, military-political questions, budget and finance issues (Krasnaya Zvezda 11 Apr 92; 7 Mar 95).  Chairman of Security Council’s Defense Security Commission under Pak.  Appointed Defense Council Secretary (ITAR-TASS, 23 Dec 97).]

--- SHAPOSHNIKOV, Yevgeniy Ivanovich, Mar Avn (Itar-Tass, 15 Jun 93)  Marshal Shaposhnikov resigned shortly after appointment, due to stiff opposition in the Supreme Soviet. (Interfax, 10 Aug 93).  While there was a gesture toward appointing Shaposhnikov Ambassador to New Zealand, the appointment was opposed by Yel'tsin and canceled.]

Has been granted a scientific degree, research status, and government awards, including the Labor Red Banner Order, the Red Star Order and the fourth-degree Order for Services to the Country. Two-time winner of the State Prize for Science and Technology. Appointed Director of the FAPSI Main Board for Electronic Surveillance of communications equipment/chief of radio surveillance units in 1995. Since 1998 until the present appointment, Deputy Director-General of the FAPSI, Chief of the Main Board for Electronic Surveillance. Married and has children.  Candidate of Technical Sciences.  (RIA 1406 GMT 7 Dec 98). •  [MIKHAYLOV became Minister for Nationalities Affairs and Regional Policy in July 1995 -- after the Budennovsk crisis.  He took a most active part in all the talks with Chechnya and since 1995 has invariably headed the federal delegation.  He lost his ministerial post after the government's dismissal. •  [One Source stated that POTAPOV was relieved after the failure of early actions in Chechnya in December 1994, (RIA 1454 GMT 22 Dec 94). It was asserted that he was to be replaced by SHEVTSOV, Leontiy, Lt-Gen, Deputy Chief of the Main Operations Directorate of the General Staff, (ITAR-TASS 1310 GMT 22 Dec 94).
•  A Kokoshin appointee to the Security Council.  “One of the key figures in Kokoshin's entourage ....  For four years he was chief of staff of the North Caucasus Military District -- that is, first deputy to Anatoliy Kvashnin, the present chief of the General Staff.  Potapov hoped that when he left for Moscow, Kvashnin would recommend him for the commander's position.  But Kvashnin thought Potapov was too soft; he liked to call him an "esthete" and preferred another person.  He recommended Potapov for the GVI, where he was received with open arms:  After all, the Kokoshinites were getting a combat general who knows the troops well (before the North Caucasus Military District, Potapov was commander of an army in Ussuriysk) and has extensive connections at the General Staff.  Moreover, Potapov's appearance corresponds very well to the norms of the Kokoshin team:  He was happy to exchange his military uniform for a suit and was even dubbed "dandy" for his dress style.” (Kommersant-Vlast No. 12, 7 Apr 98 pp 28-30).

• Sources at the Security Council said Yevgeniy Nazdratenko would be responsible for ecological security and preservation of bio-resources.
• Yevgeniy Nazdratenko was born on 16 February 1949 in the town of Severo-Kurilsk, Sakhalin Region. In 1983 he graduated from the Far Eastern technological institute, where he specialized in economics. He worked as a fitter, welder-fitter, foreman, mechanic and section head at the Bor [Boron] association. Then, until 1993, he worked as a mechanic, section head, deputy director and director of the Dalpolimetall [Far Eastern polymetals] association.
• From May 1993 to February 2001 Yevgeniy Nazdratenko was head of administration [governor] of Maritime Territory. From February 2001 to April 2003 Yevgeniy Nazdratenko was chairman of the State Fisheries Committee of the Russian Federation.
