he was chief of staff of the North Caucasus Military District -- that is,
first deputy to Anatoliy Kvashnin, the present chief of the General Staff.
Potapov hoped that when he left for Moscow, Kvashnin would recommend him
for the commander's position. But Kvashnin thought Potapov was too
soft; he liked to call him an "esthete" and preferred another person.
He recommended Potapov for the GVI, where he was received with open arms:
After all, the Kokoshinites were getting a combat general who knows the
troops well (before the North Caucasus Military District, Potapov was commander
of an army in Ussuriysk) and has extensive connections at the General Staff.

Sakhalin Region. In 1983 he graduated from the Far Eastern technological
institute, where he specialized in economics. He worked as a fitter, welder-fitter,
foreman, mechanic and section head at the Bor [Boron] association. Then,
until 1993, he worked as a mechanic, section head, deputy director and
director of the Dalpolimetall [Far Eastern polymetals] association.
From May 1993 to February 2001 Yevgeniy Nazdratenko was head of administration
[governor] of Maritime Territory. From February 2001 to April 2003 Yevgeniy
Nazdratenko was chairman of the State Fisheries Committee of the Russian
Federation.
