[BIOGRAPHICAL INFORMATION, TRUBNIKOV: born in the city
of Irkutsk on April 25, 1944. 1967 Graduate of the Moscow Institute
of Foreign Relations and an intelligence school. specialized in Eastern
countries (India). Fluent in Hindi and English. After graduating
from the International Relations Institute joined the USSR KGB First
Main Directorate (foreign intelligence). During 1971-1977 worked
in India under the cover of a NOVOSTI correspondent. Member of the
Journalists Union from 1973. 15 years in South Asia: India,
Bangladesh, Nepal, and Pakistan. Twice received the Order of the
Red Star. Worked in the intelligence service central apparatus 1977-1984.
In 1984-1990 on missions to Bangladesh and India. In 1990, with the
rank of Major-General, headed the South Asian Countries Department.
Appointed SVR First Deputy Director in 1992. Promoted to Colonel-General

Wife Natalia, a graduate of the same institute, is now a housewife. One
daughter (Maria) (the Trubnikovs' elder son died in 1989). “...an
enthusiastic reader and is fond of movies.” Favorite sports club
is "Spartak." Primakov was said to have “actively advocated” Trubnikov’s

Star for his work in India in 1971 to 1977 and in 1984 to 1990. Trubnikov

Russia's ambassador to international organizations in Vienna,
has been appointed deputy foreign minister by a 7 April presidential decree,
Interfax was told at the Foreign Ministry on Friday [4 May]. He replaced
Grigoriy Berdennikov who was responsible for relations with the CIS countries.
Berdennikov gets the post vacated by Loshchinin in Vienna. The decree on
his new appointment was also signed on 7 April. Loshchinin
is a career diplomat who headed the first European department of the ministry
before departing to Vienna. The Russian foreign minister currently has
12 deputies, two of them first deputies.
Permanent RF Envoy to NATO --- TOTSKIY, Konstantin Vasilyevich, General
of the Army appointed (TV RTR, 11 Mar 03).
[Totsky is a graduate of the Moscow Border Command School,
the Frunze Military Academy and the Academy of the Armed Forces General
Staff. He served in the Trans-Polar zone, Sakhalin, the Soviet-Afghan border
and the northwestern border district and headed the Academy of the Russian
Border Service. Totsky was appointed as the Director of the Russian Federal
Border Service in 1998. He is a holder of the Order for Services to Fatherland,
4th degree, the Red Banner Order and many medals. Promoted to General of
the Army (ITAR-TASS, 23 Feb 03). Totskiy was born in the town
of Kagan in Uzbekistan on February 23, 1950. He graduated from the Moscow
higher border guard command college in 1971, Frunze Military Academy in
1977, and General Staff Academy in 1994. He served in the Maritime territory
and on the Sakhalin Island from 1977 to 1985. Totskiy was chief of the
Khorog detachment of the Central Asian border guard district from
1985 to 1989, led the Lenkoran detachment of the Trans-Caucasus border
guard district from 1989 to 1991, and was deputy chief-of-staff of the
Trans-Caucasus district in 1991 to 1993. After graduating from
the General Staff Academy, Totskiy became chief-of-staff and first deputy
commander of the Northwestern border guard district. He was involved in
combat operations in Afghanistan, was chief-of-staff of the Northwestern
district until 1996 and head of the Federal Border Guard Academy in 1996
to 1998. Totskiy was appointed director of the Federal Border
Guard Service on September 16, 1998. He became a member of the Russian
Security Council in November 1998 and chairman of the border guards committee
of the Union of Russia and Belarus in April 1999. He returned to the post
of Federal Border Guard Service director in May 2000" (Agentstvo Voyennykh
