The High Representative will monitor the peace agreement's implementation, maintain contacts with the parties, coordinate the activities of the civilian organizations and agencies, and report on the implementation's progress to the United Nations, European Union, United States, Russian Federation, and other interested bodies.
The High Representative will chair the JCC. Members will include the parties' senior political representatives, the IFOR Commander, and representatives of those civilian organizations and agencies the High Representative deems necessary. The High Representative may establish subordinate JCCs at local levels in Bosnia and Herzegovina and may establish other civilian commissions as he deems necessary.
The High Representative will maintain close contact with the IFOR Commander but will not have any authority over the IFOR and will not interfere in the conduct of military operations or the IFOR chain of command.
The High Representative is the final authority in theater regarding interpretation of this annex on the civilian implementation of the peace agreement.
