Agreement on International Police Task Force
Annex 11 is the annex on the Agreement on International Police Task Force. The parties are the Federation of Bosnia and Herzegovina and the Republika Srpska.
Summary of Main Points
The parties request that the United Nations establish an IPTF as a UN Civil Police (UNCIVPOL) operation to assist in establishing a safe and secure environment by maintaining law enforcement agencies that respect internationally recognized standards of human rights and freedoms.
The UN Secretary General will appoint a Commissioner to head the IPTF. The IPTF will receive guidance from and coordinate its activities with the High Representative. The IPTF Commissioner will periodically report to the High Representative and the UN Secretary General and will provide information to the IFOR Commander.
The IPTF's mission includes:
- Monitoring, observing, and inspecting law enforcement activities and facilities, including associated judicial organizations, structures, and proceedings.
- Advising and training law enforcement personnel.
- Facilitating the parties' law enforcement activities and accompanying the parties' law enforcement personnel to assist them in their duties.
- Advising authorities on the organization of effective civilian law enforcement agencies.
The parties ask the IPTF to give priority to assisting them in ensuring the social conditions for free and fair elections.
The parties will cooperate fully with the IPTF and provide assistance as requested. The IPTF Commissioner will report any failure by the parties to cooperate to the High Representative and the IFOR Commander. The IPTF will report violations of human rights and freedoms by law enforcement agencies to the Commission on Human Rights.
Upon the Agreement Entering Into Force
- Parties request the United Nations establish an IPTF.
Within 30 Days (13 January)
- Parties provide the IPTF Commissioner informa-tion on their law enforcement agencies, including size, location, and force structure and permit IPTF personnel complete access.
