                               Prefatory Note

The Commission sponsored a series of unclassified discussions of the
ballistic missile threat in roundtable meetings held at System Planning
Corporation (SPC) in Arlington, Virginia. Respected analysts from think
tanks, academia and industry were invited to present their views on the
subject along with the evidence on which their views are based.

Part I of this Appendix includes summaries prepared by a rapporteur of each
Roundtable session.

Part II presents the papers prepared for the Roundtables. They are listed
by the authors' names, in alphabetical order.

Part III presents additional papers prepared for the Commission. These
papers are presented with no changes made to the authors' original
submissions other than formatting for this publication. The information
presented in these papers is based on the research done by the authors. The
opinions expressed in these papers are those of authors alone and do not
necessarily represent those of the Commission or any of the Commissioners.
