Management Council and the Community
Diversity Issues Board1. Mission
The Intelligence Community Diversity Management Council will serve as the focal point within the Intelligence Community (IC) and between the Intelligence Community and other US Government elements for the effective management of diversity, and equal employment opportunity. The Community Diversity Issues Board will be the Executive Secretariat and action staff for the ICDMC.
2. Functions
Under the general guidance of the Director of Central Intelligence (DCI), the ICDMC will:
a. Coordinate policy and review IC diversity management programs;
Under the general guidance of the ICDMC, the CDIB will:b. Establish goals and monitor progress to achieving program objectives;
c. Establish relationships with other diversity management bodies within and outside the Federal Government; and
d. Direct tasks to the CDIB as its Executive Secretariat.
e. Serve as the tasking focal point for the Intelligence Community on diversity/equal opportunity issues;
3. Intelligence Community Responsibilitiesf. Develop issues to be brought forward to the ICDMC; and
g. Serve as a forum in which the Intelligence Community Diversity Managers/Equal Employment Opportunity and Human Resource Managers can exchange information and ideas.
On request from the ICDMC or the CDIB Chairman, Intelligence Community components shall provide information pertinent to the ICDMC and CDIB's mission and functions and will provide support to research and study efforts conducted under the auspices of these bodies.
4. Composition and Organization
a. The DCI will serve as the Chairman of the ICDMC and will appoint the Chairman of the CDIB from the CDIB membership. The CDIB Chairman will serve for a term of two years;
b. Members of the Intelligence Community Diversity Management Council will be the Executive Director of the Central Intelligence Agency, the Executive Director for Intelligence Community Affairs, the Deputy Assistant Secretary of Defense (Intelligence and Security), the Assistant Secretary of State for Intelligence and Research, the Directors of the National Security Agency, the Defense Intelligence Agency, the Federal Bureau of Investigation, the Central Imagery Office, and the National Reconnaissance Office. The Chairman of the CDIB will serve as Executive Secretary of the ICDMC;
c. Members of the Community Diversity Issues Board will include the Directors of Diversity Management/Equal Employment Opportunity and Human Resources of the Central Intelligence Agency, the National Security Agency, the Defense Intelligence Agency, the Federal Bureau of Investigation, the Central Imagery Office, the National Reconnaissance Office, the Department of State Bureau for Intelligence and Research, along with representatives from the Community Management Staff and the Office of the Secretary of Defense; d. The Chairman of either organization may invite representatives of other US Government entities, as well as representatives of public and private organizations, to participate or advise as appropriate and consistent with applicable law.
