Community Management Staff

Pursuant to Section 103 of the National Security Act of 1947, Executive Order 12333, and other applicable law, a Community Management Staff is hereby established to assist the Director of Central Intelligence in furtherance of certain of his Intelligence Community responsibilities.

1. Mission

This directive establishes a Community Management Staff to assist the DCI in fulfilling his Intelligence Community coordination and management responsibilities.

2. Functions

Consistent with applicable law, Executive Order provisions, and other directives, the Community Management Staff will be responsible for developing, coordinating, and implementing DCI policy and exercising DCI responsibilities for the Intelligence Community in the following areas:

As part of these responsibilities, the Staff will identify cross-program trade-offs, establish divisions of labor, reduce unnecessary duplication of effort, evaluate competitive investment proposals, and identify efficiencies and cost savings throughout the Intelligence Community.

3. Executive Director for Intelligence Community Affairs

The Community Management Staff will operate at the direction and will be under the control of the Executive Director for Intelligence Community Affairs, who will ensure that the functions and responsibilities of the Community Management Staff are carried out. The Executive Director for Intelligence Community Affairs also serves as the program manager for the Community Management Account. The Executive Director for Intelligence Community Affairs will serve at the discretion of the DCI, and will report directly to the DCI and Deputy Director of Central Intelligence.

The Executive Director for Intelligence Community Affairs shall process and serve as the office of record for the DCI on all Foreign Intelligence Surveillance Act targeting requests reviewed by the Interagency Review Panel.

On the request of the Executive Director for Intelligence Community Affairs, Intelligence Community organizations will furnish information and render appropriate assistance relevant to the functions and responsibilities of the Executive Director for Intelligence Community Affairs and the Community Management Staff.

4. National Intelligence Collection Board

In managing the overall intelligence collection requirements process, ensuring coordination among the major collection disciplines, and evaluating performance in satisfying consumer needs for information, the Community Management Staff will utilize a National Intelligence Collection Board composed of senior officials representing the intelligence collection disciplines and the principal Intelligence Community production offices. To ensure that current and anticipated information needs of intelligence consumers are met, the Board shall act as a forum for integrating the efforts of the separate collection disciplines and issuing guidance to collectors, as appropriate. The Board will be chaired by the Executive Director for Intelligence Community Affairs or his designee, and may meet in subgroups and committees, when necessary.

5. Administration

Tbe Community Management Staff will include permanent staff as well as senior officers on rotation from the Intelligence Community, as determined by the Executive Director for Intelligence Community Affairs; is governed by the statutes, directives, regulations, and procedures applicable to the DCI and the Central Intelligence Agency; and will receive administrative support from the CIA.
