The Intelligence Community Training Directors' Consortium (TDC)
(Effective 13 December 1994)1. Mission
The Training Directors' Consortium will serve as the focal point within the Intelligence Community and between the Intelligence Community and other US Government elements on training and educational requirements, programs, policies, and resources of common concern.
2. Functions
Under the general guidance of the Director of Central Intelligence (DCI), the Consortium:
a. Develops and recommends to the DCI improvements on training and educational requirements, programs, and policies of common concern, including but not limited to (1) content and format of training and educational programs, (2) consolidation and sharing of training and educational programs and facilities, (3) standards for evaluating training and educational requirements and programs, (4) and standards for acquiring and evaluating technical training systems.
3. Intelligence Community Responsibilitiesb. Coordinates with other Intelligence Community entities, such as the DCI's Foreign Language Committee, on issues of common concern.
c. Establishes and oversees subcommittees and working groups to address issues requiring special expertise.
d. Prepares annually a strategic plan and a report on the Consortium's activities and the implementation of approved recommendations. These reports will be submitted for review to the Intelligence Community Executive Committee.
On request from the TDC Chairman, Intelligence Community components shall provide information pertinent to the Consortium's mission and functions and will provide support to research and study efforts recommended by the Consortium.
4. Composition and Organization
a. The Chairman will be appointed from the Consortium membership by the DCI and will serve for a term of two years.
b. Members of the Consortium will be the Directors of Training (or functional equivalent) from the Central Intelligence Agency, the National Security Agency, the Defense Intelligence Agency, the Federal Bureau of Investigation, the Central Imagery Office, the National Reconnaissance Office, the Department of State (represented jointly by the Bureau of Intelligence and Research and the Foreign Service Institute). Membership will also include a representative from the Community Management Staff and the Assistant Secretary of Defense/C3I.
c. The Chairman may invite representatives of either US Government entities, as well as representatives of public and private academic training and educational institutions and organizations, to participate or advise as appropriate and consistent with applicable law.
