GRAND FORKS, ND, 20-APR-97: Two blocks of downtown Grand Forks, North Dakota, have suffered fire damage April 20, as firefighters cannot get in to battle the flames due to the floodwaters which cover the city. The Security Building at center was the first to catch fire. The Red River is 25 feet over flood level here, with the majority of the town under a mandatory evacuation order.
