2. The Federal Security Service of the Russian Federation will be permitted to have two first deputy directors of the Federal Security Service of the Russian Federation, a first deputy director of the Federal Security Service of the Russian Federation in charge of the Border Service, a state secretary and deputy director of the Federal Security Service of the Russian Federation, a deputy director of the Federal Security Service of the Russian Federation, six deputy directors heading departments of the Federal Security Service of the Russian Federation, and a deputy director heading the Inspection Directorate of the Federal Security Service of the Russian Federation, and to form a collegium with 19 members.
3. The following will no longer be in force:

Statute on the Federal Security Service of the Russian Federation
I. General Provisions1. The Federal Security Service of the Russian Federation (Russian FSB) is a federal agency of the executive branch of government exercising public administration within the confines of its authority to safeguard the security of the Russian Federation, defend and protect the state borders of the Russian Federation (hereafter referred to as the state border), protect internal waterways, the territorial sea, the exclusive economic zone, and the continental shelf of the Russian Federation and their natural resources, safeguard the information security of the Russian Federation and the main areas of activity of agencies of the Federal Security Service as defined in laws of the Russian Federation, and coordinate the counterintelligence operations of federal agencies of the executive branch of government authorized to conduct them.
2. The Russian FSB will be guided in its work by the Constitution of the Russian Federation, federal constitutional laws, federal laws, edicts and directives of the President of the Russian Federation, decrees and directives of the Government of the Russian Federation, international treaties of the Russian Federation, and this Statute.
3. The President of the Russian Federation will direct the activities of the Russian FSB and approve the Statute on the Federal Security Service of the Russian Federation and the Structure of Federal Security Service Agencies in accordance with the Constitution of the Russian Federation, federal constitutional laws, and federal laws.
The Government of the Russian Federation will coordinate the elements of Russian FSB activity requiring interaction by the Russian FSB with federal agencies of the executive branch of government in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws, and edicts and directives of the President of the Russian Federation.
4. The work of the Russian FSB will be based on the principles of legality, the centralized management of Federal Security Service agencies and the border troops (hereafter referred to as subsidiary agencies and troops), respect for human and civil rights and liberties and the observance of these rights and liberties, humanism, respect for the sovereignty and territorial integrity of states and the inviolability of their borders, the peaceful resolution of border disputes, mutually beneficial cooperation with authorized agencies of foreign states, confidentiality, and a combination of overt and covert methods and means of operation.
5. To secure the performance of the assigned duties of subsidiary agencies and troops and to support their activity, the Russian FSB will follow the established procedure for the creation of structural subdivisions of the Russian FSB, territorial security agencies, security agencies in the troops, border agencies, other security agencies, subdivisions, and organizations needed for the performance of the duties assigned to the subsidiary agencies and troops by federal law, special training centers, aviation subdivisions, and subdivisions for special purposes.
6. The Academy of Cryptography of the Russian Federation will operate as an arm of the Russian FSB.
7. The Russian FSB will be a corporate body with actual and fictitious titles, an official emblem, a stamp depicting the official arms of the Russian Federation and its own name, and the appropriate variety of seals, letterheads, and accounts, including foreign currency accounts, in banks and other lending institutions.
II. Fundamental Objectives of Russian FSB
8. The fundamental objectives of the Russian FSB will be the following:
1) the command and control of the subsidiary agencies and troops, as well as the organization of their activities;

Functions of Russian FSB2) the notification of the President of the Russian Federation, the Chairman of the Russian Federation Government, and, acting on their instructions, federal government agencies and the government agencies of components of the Russian Federation, of threats to the security of the Russian Federation;
3) the organization of the detection, prevention, and cessation of intelligence and other operations by the special services and organizations of foreign states and individuals jeopardizing the security of the Russian Federation;
4) the coordination of the counterintelligence operations of federal agencies of the executive branch of government and measures to safeguard their own security;
5) the organization of the detection, prevention, cessation, and resolution of crimes for which pretrial proceedings are assigned to the jurisdiction of the subsidiary agencies and troops;
6) the organization of measures, taken in conjunction with federal government agencies, to combat organized crime, corruption, contraband, the legalization of criminal proceeds, illegal migration, illegal trafficking in arms, ammunition, explosives, toxic agents, narcotic drugs and psychotropic substances, and special technical devices for the covert collection of information, and to counteract extremist activity, including the activity of illegal militant groups, crime syndicates and gangs, individuals, and public associations working toward armed rebellion, the violent alteration of the constitutional order of the Russian Federation, the violent seizure of power, or the violent retention of power;
7) support for the struggle against terrorist and subversive activity;
8) the performance of intelligence operations within the confines of its authority;
9) the organization of the collection and processing of intelligence within the confines of its authority and in conjunction with foreign intelligence agencies of the Russian Federation;
10) the organization of measures assigned by federal law to the jurisdiction of the federal agency of the executive branch of government authorized to defend and protect the state border;
11) the protection of information constituting state secrets within the confines of its authority and the suppression of foreign organizations conducting technical surveillance;
12) the support of proceedings in cases of administrative offenses assigned to the jurisdiction of the subsidiary agencies and troops by the Russian Federation Code of Administrative Offenses;
13) the organization of the offer of assistance to federal government agencies and the government agencies of components of the Russian Federation in operations conducted to safeguard the security of the Russian Federation and enhance its economic, scientific-technical, and defensive potential;
14) the planning and implementation of state and scientific-technical policy in the sphere of information security within the confines of its authority;
15) the organization of support for the cryptographic and technical engineering security of information and telecommunications systems within the confines of its authority, as well as systems of encrypted, classified, and other special types of communications in the Russian Federation and in its institutions abroad.
9. The Russian FSB will perform the following functions for the attainment of its main objectives:
1) arrange for the execution of federal laws, edicts and directives of the President of the Russian Federation, decrees and directives of the Government of the Russian Federation, regulatory legal instruments of federal government agencies, and international treaties of the Russian Federation in the subsidiary agencies and troops;
IV. Organization of Russian FSB Activity2) participate in the planning and implementation of state programs in spheres of public administration assigned to the Russian FSB;
3) draft proposals based on forecasts of political, socioeconomic, and criminological developments in the country for the prevention and neutralization of threats to the security of the Russian Federation;
4) organize counterintelligence operations within the confines of its authority; define the procedures for the infiltration of special services and organizations of foreign states by agencies of the Federal Security Service and other counterintelligence operations, and the use of covert methods and equipment in these operations;
5) organize undercover investigations within the confines of its authority to detect, prevent, stop, and solve crimes assigned to the jurisdiction of agencies of the Federal Security Service; define the procedure for the infiltration of crime gangs and other undercover operations by agencies of the Federal Security Service;
6) plan measures in conjunction with federal government agencies to fight organized crime, corruption, contraband, the legalization of criminal proceeds, illegal migration, and illegal trafficking in arms, ammunition, explosives, toxic agents, narcotic drugs and psychotropic substances, and special technical devices for the covert collection of information, and to counteract extremist activity, including the activity of illegal militant groups, crime syndicates and gangs, individuals, and public associations working toward armed rebellion, the violent alteration of the constitutional order of the Russian Federation, the violent seizure of power, or the violent retention of power;
7) plan measures for the struggle against terrorist and subversive activity, organize the institution of these measures, and define the procedure for the use of special-purpose subdivisions;
8) organize and conduct intelligence activity within the confines of its authority; define the procedures of intelligence operations and the use of special methods and equipment in intelligence operations;
9) organize the activity of subsidiary agencies and troops for the defense and protection of the state border, internal waterways, the territorial sea, the exclusive economic zone, and the continental shelf of the Russian Federation and their natural resources, for the protection of stocks of anadromous species of fish bred in rivers of the Russian Federation outside the boundaries of the exclusive economic zone of the Russian Federation, and for the clearance of individuals, vehicles, freight, products, animals, and plants to cross the state border in conjunction with federal agencies of the executive branch of government specifically authorized to do this;
10) organize the activities of the subsidiary agencies and troops to monitor the observance of state border regulations, border zone regulations, the regulations of checkpoints on the state border, and federal laws on the internal waterways, the territorial sea, the exclusive economic zone, and the continental shelf of the Russian Federation, as well as laws on the use and protection of members of the animal kingdom and their habitats, by individuals and corporate entities;
11) define the procedure for the establishment of cooperation on a confidential basis with individuals consenting to this;
12) plan measures within the confines of its authority to protect information constituting state secrets, monitor the safe storage of information constituting state secrets in federal government agencies, government agencies of components of the Russian Federation, military formations, and organizations, take measures connected with the access of citizens to information constituting state secrets, as well as the access of enterprises, institutions, and organizations to work using information constituting state secrets, the development of equipment for the protection of information, and the institution of measures and (or) performance of services for the protection of state secrets;
13) organize and perform the safeguarding of security in the Armed Forces of the Russian Federation, other troops, military formations and agencies in which military service is envisaged, and their administrative agencies, as well as agencies of internal affairs of the Russian Federation, the State Committee of the Russian Federation Monitoring the Traffic in Narcotic Drugs and Psychotropic Substances and its territorial agencies, and customs agencies of the Russian Federation;
14) organize operations within the confines of its authority to safeguard the security of installations of the defense complex, atomic industry, nuclear power engineering, transportation and communications, vital services in big cities and industrial centers, and other strategic facilities, and to safeguard security in the sphere of space research and priority scientific development projects;
15) coordinate the following types of activity:
activity by federal agencies of the executive branch of government to conduct counterintelligence operations and measures to safeguard their own security;
16) define the procedure for monitoring the measures taken to protect information constituting state secrets in federal government agencies, government agencies of components of the Russian Federation, military formations, and organizations, and the procedure for measures connected with the access of citizens to information constituting state secrets and with clearance for military service (or work) in the subsidiary agencies and troops;activity by federal agencies of the executive branch of government and organizations to safeguard the cryptographic and technical engineering security of information and telecommunications systems, as well as systems of encrypted, classified, and other types of special communications in the Russian Federation and in its institutions abroad;
activity by federal agencies of the executive branch of government in the development, production, purchase, import, and export of special technical devices intended (developed, adapted, or programmed) for the covert collection of information during undercover investigative operations, and by their operational subdivisions for the detection of violations of the established procedure for the development, production, sale, acquisition for the purpose of sale, import, and export of special technical devices intended for the covert collection of information;
17) define the procedure for monitoring the organization and functioning of the cryptographic and technical engineering security of information and telecommunications systems, systems of encrypted, classified, and other types of special communications, the observance of confidentiality during the handling of encrypted information in the encryption subdivisions of state agencies and organizations within the territory of the Russian Federation and in its institutions outside the Russian Federation, as well as the protection of particularly important installations (or premises) and the technical equipment within them to prevent information leaks through technical channels, within the confines of its authority;
18) define the procedure for access to participation in undercover investigative operations and (or) access to information gathered by the subsidiary agencies and troops as a result of undercover investigative operations;
19) participate in safeguarding secure telephone, encrypted, and other forms of special communications with institutions of the Russian Federation outside its boundaries (official communications) and in operations to secure the functioning of encryption equipment (including equipment in institutions of the Russian Federation outside its boundaries) and the development of a system of official communications;
20) participate in the planning and implementation of measures to safeguard the information security of the country and protect information constituting state secrets;
21) perform and organize, in accordance with federal law, the certification of equipment for the protection of information, telecommunications systems and networks, technical devices for the detection of electronic devices for the covert collection of information in buildings and technical equipment, special technical equipment for the covert collection of information, and technical equipment to safeguard the security and (or) protection of information; define the basic guidelines of the activity of agencies of the Federal Security Service in these areas;
22) perform and organize the licensing of various types of activity in accordance with federal law;
23) organize and perform encryption in the subsidiary agencies and troops;
24) organize and support the use, security, development, and improvement of open and classified communications, early-warning systems, and audio signal boosters at facilities of subsidiary agencies and troops;
25) regulate the development, production, sale, use, export, and import of encryption (cryptographic) equipment and telecommunications systems and networks protected by encryption systems, as well as the performance of services within the territory of the Russian Federation for the encryption of information and the detection of electronic devices for the covert collection of information in buildings and technical equipment;
26) draft and compile keys for encryption systems and manual encryption, and supply federal government agencies and government agencies of components of the Russian Federation with them; sell encrypted documents and encryption systems, standard technical documents for the production and use of encryption equipment, with the exception of the encryption systems intended for federal government agencies and the government agencies of components of the Russian Federation;
27) secure the detection of the radio-frequency emissions of electronic transmitters within the territory of the Russian Federation that jeopardize the security of the Russian Federation, as well as the radio-frequency emissions of electronic transmitters used for unlawful purposes; intercept transmissions and stop the use of radio communications systems and other electronic transmitters within the territory of the Russian Federation if they pose a threat to the security of the Russian Federation; register and centralize the records of the radio data and radio waves of electronic transmitters;
28) secure the performance of counterintelligence operations within the confines of its authority and other measures to safeguard the security of federal government agencies and the government agencies of components of the Russian Federation;
29) organize the participation of the subsidiary agencies and troops in safeguarding the security of state security installations on the state border within the border zone;
30) safeguard the security of the subsidiary agencies and troops;
31) secure the protection of servicemen and civilian personnel of the subsidiary agencies and troops, individuals assisting these agencies and troops, participants in criminal judicial proceedings in cases being investigated by agencies of the Federal Security Service, their family members and friends, against criminal infringements of their life, health, honor, and dignity, as well as their property;
32) organize participation in operations in conjunction with the Foreign Intelligence Service of the Russian Federation to safeguard the security of institutions and citizens of the Russian Federation outside its boundaries;
33) secure the participation of the servicemen of border agencies and border troops in the protection of diplomatic missions and consular establishments of the Russian Federation in foreign states;
34) safeguard the security of the missions of foreign states within the territory of the Russian Federation in conjunction with internal affairs agencies of the Russian Federation;
35) organize participation in safeguarding the security of sociopolitical, religious, and other public events held within the territory of the Russian Federation in conjunction with federal government agencies and the government agencies of components of the Russian Federation;
36) participate in making decisions, within the confines of its authority, regarding eligibility for Russian Federation citizenship and the revocation of this citizenship, travel by citizens of the Russian Federation outside its boundaries, the entry of the Russian Federation by foreign citizens and stateless individuals, their departure from the Russian Federation, the issuance of temporary residence permits and residence visas of the Russian Federation, the granting of political asylum in the Russian Federation, and temporary residence in the Russian Federation;
37) participate in disseminating the experience in the application of federal laws to safeguard the security of the Russian Federation, to combat terrorist and subversive activity and crime, to defend and protect the state border, internal waterways, the territorial sea, the exclusive economic zone, and the continental shelf of the Russian Federation and their natural resources, and exercise state oversight of the conservation of biological maritime resources; submit recommendations for its improvement according to the established procedure;
38) participate in drafting regulatory legal instruments of the Russian Federation on matters assigned to the jurisdiction of the subsidiary agencies and troops;
39) participate, within the confines of its authority, in the drafting and conclusion of international treaties of the Russian Federation and international laws defining the state border and delineating maritime zones and treaties recording them;
40) conclude international treaties of the Russian Federation according to the established procedure and within the confines of its authority; by agreement with foreign authorized agencies, send official representatives to foreign states and organizations to enhance the effectiveness of the struggle against crime, and compliance with international legal instruments for the protection of the state border; maintain contact with foreign authorized agencies and organize the mutual exchange of the information of undercover investigations, special technical devices, and other equipment;
41) participate in the work of international, intergovernmental, and other organizations in accordance with the international treaties of the Russian Federation;
42) participate in organizing and holding specialized exhibitions, conferences, and seminars (including those abroad) in the main areas of its activity;
43) direct the activity of border representatives of the Russian Federation;
44) establish the procedure for documenting the activities of subsidiary agencies and troops, organize the storage and use of official, investigative, archival, and other materials, including criminal case files for which the preliminary investigations were completed by investigators of agencies of the Federal Security Service, define the requirements for the organization of correspondence and filing in subsidiary agencies and troops, develop and use information systems, compile the list of routine accounting operations, and define the procedure for keeping these records and storing this information;
45) define the procedure for organizing the operations of the pretrial detention facilities and temporary detention facilities of subsidiary agencies and troops, as well as the procedure for undercover investigations in these facilities; secure the safe confinement of individuals, suspects, indicted individuals, and convicted individuals serving their sentences;
46) organize and conduct scientific research within the confines of its authority on problems in guaranteeing the safety of the individual, society, and the state; conduct scientific research and experimental design projects, develop and produce special technical devices and other technical equipment at its own scientific production facilities or the facilities of other enterprises, institutions, and organizations;
47) organize and conduct research for the protection of information, for expert cryptographic, cryptographic engineering, and special analyses of encryption systems and special and restricted information and telecommunications systems;
48) secure the military certification of scientific-technical and series-produced items manufactured by enterprises on contracts for the Russian FSB;
49) compile assessments of bids for jobs to develop special information and telecommunications systems and communications networks, as well as systems and networks protected by encryption (cryptographic) systems;
50) purchase weapons and special equipment; participate in drawing up the technical specifications for new weapons and special equipment; organize the stockpiling, storage, and maintenance of weapons and special equipment, award contracts for their delivery and maintenance; direct the work of military missions of the Russian FSB;
51) collect, store, process, and use documented information with restricted access for counterintelligence, intelligence, undercover-investigative, and other operations assigned to the jurisdiction of subsidiary agencies and troops by federal law; plan, develop in the established manner, and use information systems, communications systems, data transmission systems, and systems for the protection of information, including cryptographic protection;
52) conduct criminological and other analyses and research;
53) take measures for the encryption of the names of personnel of subsidiary agencies and troops, the departmental affiliations of subdivisions, enterprises, institutions, organizations, buildings, and vehicles, as well as citizens assisting the subsidiary agencies and troops on a confidential basis, including the production and use of documents of federal government agencies, enterprises, institutions, and organizations (official cover documents) for these purposes;
54) send binding requests to federal government agencies, enterprises, institutions, and organizations to provide agencies of the Federal Security Service with blank documents and identification cards, instructions on filling them out, and samples without charge;
55) produce cover documents for undercover agents in the interest of federal government agencies included in the group of forces safeguarding the security of the Russian Federation on the basis of agreements concluded with those agencies;
56) assign real and fictitious names, according to the established procedure, to subsidiary agencies and troops, as well as to the ships and other vessels of subsidiary agencies and troops, and define the procedure for using these names;
57) take measures within the confines of its authority to enforce the rules of martial law and states of emergency; participate in measures taken within the framework of the unified state system for the prevention of accidents and the clean-up operations following them;
58) define the procedure for protecting the personnel of subsidiary agencies and troops from weapons of mass destruction in wartime, other hazards of military operations, and the aftereffects of those operations, as well as the procedure for protecting personnel in emergencies in peacetime, including emergencies with technological and natural causes;
59) secure the combat readiness and organize the professional training of subsidiary agencies and troops for the performance of their assigned duties and for duties in the sphere of defense;
60) organize and secure the mobilization training and mobilization of subsidiary agencies and troops;
61) man subsidiary agencies and troops with draft-age citizens for compulsory military service;
62) define the procedure for the inclusion of citizens in the Russian FSB reserve and organize the military registration of citizens in the Russian FSB reserve;
63) handle the personnel affairs of subsidiary agencies and troops and direct the activities of the educational institutions included among the agencies of the Federal Security Service;
64) assist organizations in the development of measures to protect commercial secrets in accordance with federal law;
65) organize and practice interaction with the news media, notify the public of the activities of subsidiary agencies and troops, and conduct editing and publishing activity;
66) grant appointments to citizens and consider their proposals, reports, and complaints with regard to matters assigned to the jurisdiction of subsidiary agencies and troops;
67) develop and implement medical insurance programs for the personnel of subsidiary agencies and troops, participate in carrying out similar programs and organizing medical assistance for the servicemen of the agencies and military formations of other forces safeguarding the security of the Russian Federation (and categories of citizens with the same legal rights to health care and medical assistance) on the basis of agreements concluded by the Russian FSB with those agencies and military formations;
68) arrange for the pension security of individuals discharged from military service from subsidiary bodies of the Federal Security Service (and counterintelligence service) and the border troops, the Foreign Intelligence Service of the Russian Federation, the subsidiary bodies of the border service and border troops of the Russian Federation Federal Border Service, federal agencies of government communications and information, the Federal Protection Service of the Russian Federation (Main Protection Directorate of the Russian Federation), the Special Communications and Information Service of the Federal Protection Service of the Russian Federation, and the Presidential Special Installations Service of the Russian Federation, as well as the members of their families;
70) organize and exercise oversight of the financial and economic operations of the subsidiary agencies and troops;
71) perform various regulatory and legal functions in the subsidiary agencies and troops, as well as special licensing and monitoring functions in the sphere of industrial security, occupational safety, sanitary and epidemiological standards, fire safety, and the safe use of power engineering and thermal equipment;
72) finance the Cryptography Academy of the Russian Federation and furnish it with material and technical supplies and other provisions according to the established procedure;
73) exercise, in accordance with federal law, the right to own, use, and dispose of the real estate and moveable property of the subsidiary agencies and troops classified as federal property (including routine administration and economic management); lease real estate and moveable property irrespective of their jurisdiction and arrange for their maintenance and protection within the confines of federal budget allocations;
74) perform other functions in accordance with federal law.
10. The Russian FSB will be headed by the director of the Russian FSB, appointed to this office and removed from it by the President of the Russian Federation.
11. The director of the Russian FSB will do the following:
1) assume responsibility for the attainment of the objectives of subsidiary agencies and troops;

The Russian FSB will have a collegium made up of the director of the Russian FSB (the collegium chairman), the deputy directors ex officio, and administrative personnel of the subsidiary agencies and troops.2) organize the work of the Russian FSB, direct the activities of subsidiary agencies and troops, establish collegiums in subsidiary agencies and troops and approve their membership, and define the powers of the officials of subsidiary agencies and troops to make decisions on routine matters, official job assignments, personnel, finances, production management, and other matters;
3) notify the President of the Russian Federation and the Chairman of the Russian Federation Government of matters assigned to the jurisdiction of subsidiary agencies and troops;
4) represent the Russian FSB in interrelations with representative (legislative), executive, and judicial bodies of the Government of the Russian Federation;
5) issue legal instruments on the basis of, and pursuant to, federal laws and this Statute, including instruments issued in conjunction with, or with the consent of, the heads of federal agencies of the executive branch of government and arrange for the verification of their enforcement;
6) rescind legal instruments issued by the heads of subsidiary agencies and troops if they are contrary to federal law and the regulatory legal instruments of the Russian FSB;
7) make decisions in accordance with federal law on the temporary restriction, suspension, or cessation of the activities of individuals and corporate entities on the state border, in the border zone, in the exclusive economic zone, and on the continental shelf of the Russian Federation;
8) define the content of border control, determine the methods and means of border control, and establish the procedure for their use in accordance with federal law and international treaties of the Russian Federation and with the approval of concerned federal agencies of the executive branch of government;
9) define the procedure for conducting state oversight for the protection of biological maritime resources and the procedure for sending officials of the subsidiary agencies and troops to foreign ships fishing for these resources in the exclusive economic zone and (or) on the continental shelf of the Russian Federation to monitor this fishing in accordance with federal law and international legal standards;
10) define the procedure for the exercise of the powers of state inspectors of the coast guard and other officials of subsidiary agencies and troops, as well as their hiring and training procedures, in accordance with federal law;
11) define the procedure for the issuance of permits to enter (or cross) the border zone to individuals and vehicles in accordance with federal law;
12) establish the boundaries (barriers and lines of demarcation) of zones of responsibility of coast guard agencies;
13) submit drafts of regulatory legal instruments and proposals regarding the improvement of federal legislation safeguarding the security of the Russian Federation and regarding the conclusion of international treaties of the Russian Federation to the President of the Russian Federation and the Government of the Russian Federation for their consideration;
14) approve lists of information to be classified in subsidiary agencies and troops;
15) approve the structure of the Russian FSB and the staffs of subdivisions of the Russian FSB and define the procedure for their functioning;
16) submit proposals to the President of the Russian Federation on changes in the number of servicemen on the staffs of subsidiary agencies and troops;
17) submit proposals to the Government of the Russian Federation on changes in the number of civilian personnel on the staffs of subsidiary agencies and troops;
18) submit a draft statute on border representatives of the Russian Federation to the Government of the Russian Federation for its approval and appoint border representatives of the Russian Federation according to the established procedure;
19) submit proposals to the President of the Russian Federation on the approval of the members of the Russian FSB collegium, on the inclusion of the military positions of the servicemen of subsidiary agencies and troops on the list of military positions to be occupied by the highest-ranking officers, and on the appointment of the servicemen of subsidiary agencies and troops to military positions and their dismissal from military positions to be occupied by the highest-ranking officers, on the conferment of the military titles of the highest-ranking officers, on their discharge from military service, and on the suspension of their military service;
20) gain the approval of the President of the Russian Federation for the total number of military positions to be occupied by colonels (captains 1st rank);
21) approve lists of military positions (with the exception of the list of military positions to be occupied by the highest-ranking officers), including military positions to be occupied by military personnel of the female gender or civilian personnel or to be filled on a competitive basis;
22) confer military ranks up to and including colonel (captain 1st rank) on servicemen and citizens in the Russian FSB reserve; define the procedure for determining the proficiency levels and skill ratings of the servicemen of subsidiary agencies and troops;
23) confer proficiency ranks on civil servants (with the exception of federal civil servants occupying top and leading government positions);
24) define the insignia of specific subdivisions of the subsidiary agencies and troops and personal insignia;
25) define the distinguishing marks signifying affiliation with subsidiary agencies and troops, to be displayed on weapons, military hardware and special equipment, including motor vehicles registered in internal affairs agencies of the Russian Federation, and the procedure for displaying them;
26) submit proposals to the President of the Russian Federation on the conferment of honorary titles on combined formations, formations, and military units (or ships) of subsidiary agencies and troops;
27) define the procedure for the conferment of honorary titles on separate battalions, separate companies and equivalent groups, ships of classification 3 and 4, other vessels, and border troops subunits;
28) submit recommendations to the President of the Russian Federation regarding commendations for the servicemen and civilian personnel of subsidiary agencies and troops, as well as individuals assisting in the attainment of objectives assigned to the subsidiary agencies and troops, and regarding the conferment of state medals and honorary titles;
29) establish departmental decorations (medals and badges) for the servicemen and civilian personnel of subsidiary agencies and troops, as well as individuals assisting in the attainment of objectives assigned to the subsidiary agencies and troops, and approve statutes on these decorations and their appearance;
30) set up presentation and award funds, including stocks of presentation firearms and non-firearms, for the presentation of awards to the servicemen and civilian personnel of subsidiary agencies and troops, as well as individuals assisting in the attainment of objectives assigned to the subsidiary agencies and troops;
31) award presentation firearms and non-firearms according to the procedure established by federal law, as well as departmental decorations, commendations, and monetary awards;
32) define the procedure for recording the term of service for highly skilled specialists among the servicemen of subsidiary agencies and troops for the calculation of pensions and the calculation of the percentage to be added for work prior to their military service;
33) enlist citizens of the Russian Federation for military service in subsidiary agencies and troops according to the established procedure;
34) appoint and dismiss servicemen and civilian personnel of subsidiary agencies and troops within the confines of his authority; discharge servicemen of the subsidiary agencies and troops from military service into the Russian FSB reserve, the reserve of the Russian Federation Armed Forces, or retirement, and suspend their military service according to the procedure established by federal law;
35) conclude military service contracts with servicemen and define the procedure for concluding contracts for military service with servicemen categorized as highly skilled specialists, who have reached the retirement age for military service, for the period up to their 65th birthday;
36) define the procedure and terms of the payment of wage supplements, bonuses, and monetary awards envisaged in federal laws and other regulatory legal instruments of the Russian Federation to the servicemen and civilian personnel of subsidiary agencies and troops; establish other financial supplements for the servicemen and civilian personnel of subsidiary agencies and troops within the confines of federal budget allocations;
37) make decisions to establish (or abolish) structural subdivisions of the Russian FSB, territorial security agencies, security agencies in the troops, border agencies, and other security agencies, aviation subdivisions, special training centers, special-purpose subdivisions, enterprises, academic institutions, scientific research, appraisal, forensic, military-medical, and military-construction subdivisions and other institutions and subdivisions supporting the activities of the Federal Security Service, approve their staff rosters, and define the procedure for their functioning;
38) make decisions to deploy (or redeploy) units and troops up to and including the border detachment, checkpoints, and equivalent subdivisions within the zone turned over to the border troops according to the established procedure, and with the consent of the executive agencies of components of the Russian Federation or local agencies of self-government outside the boundaries of this zone;
39) establish a cryptography reserve made up of highly skilled cryptographers in the reserve or in retirement, as well as other specialists with the necessary experience and knowledge to sustain the cryptographic potential of the Russian Federation at the proper level, and a special fund, and define the procedure for using the fund to enlist specialists for the cryptography reserve;
40) approve the regulations of the border troops, the statutes on structural subdivisions of the Russian FSB, the statutes (or standard statutes) on territorial security agencies, border agencies, and other security agencies, and the statutes (or regulations) of subdivisions, enterprises, establishments, and organizations, with the exception of those to be approved by the President of the Russian Federation or the Government of the Russian Federation in accordance with federal law;
41) exercise the rights envisaged in the disciplinary regulations of the Russian Federation Armed Forces in full in relation to the servicemen of subsidiary agencies and troops and authorize the officials of subsidiary agencies and troops to offer incentives to, and impose disciplinary penalties on, their subordinate servicemen;
42) assign missions to the servicemen of agencies of the Federal Security Service according to the established procedure, define the duties of these servicemen (with the exception of servicemen attached to federal government agencies to assist these agencies in the exercise of their powers in safeguarding the security of the Russian Federation);
43) transfer the servicemen of subsidiary agencies and troops according to the established procedure to the Russian Federation Armed Forces and to federal agencies of the executive branch of government envisaging military service;
44) appoint and dismiss official representatives of agencies of the Federal Security Service to foreign states and the members of their staffs;
45) set the terms of combining military service with other activity for pay for the servicemen in accordance with federal law;
46) establish the skill requirements for the corresponding civil service positions of federal government service created to support the activities of the Russian FSB in accordance with regulatory legal instruments of the Russian Federation;
47) define the procedure and terms of the categorization of military units and subunits of subsidiary agencies and troops as formations deployed in remote garrisons and locations with no employment opportunities for the spouses of servicemen performing military service on contracts with the approval of the Ministry of Labor and Social Development of the Russian Federation and the Ministry of Finance of the Russian Federation;
48) establish personal scholarships and define the procedure for awarding them to the cadets and students of military academic institutions in the professional education system of the Russian FSB and academic institutions of secondary (complete) general education with extracurricular programs for the military training of minor citizens, and award literature and art prizes for works publicizing the activities of the subsidiary agencies and troops;
49) define the procedure for the transfer of official information, special technical devices, and other equipment to the special services and law enforcement agencies of foreign states by subsidiary agencies and troops within the confines of his authority;
50) define the procedure for issuing permits authorizing the servicemen and civilian personnel of subsidiary agencies and troops to travel outside the Russian Federation;
51) distribute the federal budget resources allocated for the funding of the subsidiary agencies and troops, including hard currency; approve estimates of the income and expenditures of subsidiary agencies and troops; define the standards and procedures of the expenditure of financial resources on routine expenses and other expenses connected with counterintelligence, intelligence, undercover investigations, and operations to protect and defend the state border, conducted by subsidiary agencies and troops;
52) make decisions to host delegations representing the special services and law enforcement agencies of foreign states and to send delegations and personnel of the Russian FSB to foreign states;
53) send ships and patrol boats of the subsidiary agencies and troops to foreign ports on visits and official port calls according to the established procedure and authorize flights by the aircraft of subsidiary agencies and troops outside the Russian Federation;
54) define the powers of the officials of subsidiary agencies and troops in accordance with federal law;
55) exercise other powers in accordance with federal law.
13. The number of members and the composition of the Russian FSB collegium, with the exception of the ex officio members, will be approved by the President of the Russian Federation.
The Russian FSB collegium will discuss the most important aspects of the activities of subsidiary agencies and troops at its meetings and make decisions on them.
Decisions of the Russian FSB collegium must be approved by a majority of its members and recorded in orders of the Russian FSB.
In the event of disagreements between the director of the Russian FSB and the collegium, the director of the Russian FSB will make the final decision and report the differences of opinion to the President of the Russian Federation. The members of the Russian FSB collegium may also communicate their opinions to the President of the Russian Federation.
Decisions made at joint meetings of the Russian FSB collegium and other federal agencies of the executive branch of government will be recorded in joint orders of the Russian FSB and the pertinent federal agencies of the executive branch of government.

The Federal Security Service of the Russian Federation (Russian FSB) is made up of departments, directorates, and other subdivisions working directly in the operational fields of agencies of the Federal Security Service, as well as subdivisions performing directive functions.
The directorates (or divisions) of the Russian FSB for separate regions and components of the Russian Federation (the territorial security agencies)
The directorates (or divisions) of the Russian FSB in the Armed Forces of the Russian Federation, other troops and military formations, and their command and control agencies (the security agencies in the troops)
The directorates (or detachments and divisions) of the Russian FSB for the border service (the border agencies)
Other directorates (or divisions) of the Russian FSB exercising various powers of the Russian FSB or supporting the activity of agencies of the Federal Security Service and border troops (the other security agencies)
Aviation subdivisions, special training centers, special-purpose subdivisions, enterprises, academic institutions, scientific research, expert analysis, forensic, military-medical, and military-construction subdivisions, and other establishments and subdivisions supporting the activities of the Federal Security Service.
