Never in the history of our 24 years of independence have the Angolans lived in an atmosphere of so much hate, slander and falsehood as it has been since Eduardo dos Santos declared his war on 5th December 1998.
1. Not having achieved any success during his crusades of December 1998 and February 1999, against Bailundo, Mungo, Andulo and Nharca, Eduardo repeated the same scenario, this time in an adventure he named "Operation Restauro" that aimed to conquer those localities in seven days.
In this expedition, to the central highlands, Eduardo dos Santos received diplomatic backing at the level of the United Nations, exchange of military information with specialised agencies of certain countries, open support from neocolonial regimes of Portugal and Brazil in addition to a powerful machine of mis-information and intoxication.
The seriousness of the present political-military situation, has even drawn leading international news organisations into acting as resonance box for the propaganda machine of the regime in Luanda.
2. Despite the lies and the fabrications of the Eduardo dos Santos' regime, UNITA states that the following has happened:
(a) After it was announced during some months, once initiated, it was not without difficulty that Eduardo dos Santos admitted publicly that he was on the offensive in the central highlands. For the peak of cynicism and insult to the entire nation, the regime decided to say nothing about the referred offensive, preferring to shield itself behind the so-called "well informed sources" but always anonymous.
(b) When the attack against Bailundo failed despite the involvement of more than 80 armoured machines, tanks and assault vehicles and more than 6,000 men, the regime invented the surrender of General Kallias. "It was like fire on dry grass". In less than 48 hours the true picture was clarified hearing General Kallias' own voice speaking from his post of command.
(c) The letter attributed to the president of UNITA by the MPLA was a mere fabrication of the regime. It is a shame that the enemy is reduced to such acts.
3. The attack by the MPLA regime reached a peak when on 13th October, 1999, an anonymous highly responsible official of the United Nations, through an international news agency, accused UNITA of being involved in drugs trafficking. This is and was a deliberate lie. It is a pity that officials of the UN could act in such a biased way without ascertaining the facts.
To link UNITA with the commerce of drugs would be equivalent to a fall, by the United Nations, in a bottomless well, which no sensible human being can expect from an organisation which is supposed to be the custodian of the world's conscience.
4. In view of this vicious and dangerous accusation and for the sake of truth, the Leadership of UNITA demands that -
a. the United Nations have the courage to reveal the identity of its high ranking official who told such a big lie
b. set up an international inquiry to get to the truth.
In case the United Nations refuses to carry out these two demands, the Leadership of UNITA can only conclude that this international organisation has got itself involved in the campaign to discredit UNITA on behalf of the Eduardo dos Santos' regime.

1. The bias of the United Nations against UNITA which has lately been manifested through a source "that wishes to remain anonymous", has become excessive and irrational
After the tendentious and dangerous accusation that UNITA was involved with drugs trafficking, a Mr. Gabriel Cahn of RFI (Radio France International), quoting the United Nations office in Luanda as his source, has reported a crippling lie that UNITA had, in disarray, abandoned Andulo and Bailundo and that UNITA's personnel were heading towards the east of Angola.
2. UNITA considers that such allegations are solely for the purpose of boosting the propaganda efforts of the Eduardo dos Santos' regime. UNITA states that neither its leadership nor its combatants have ever abandoned Bailundo or Andulo. Despite the hate and violence which characterise the posture of Eduardo dos Santos, the Generalised Popular Resistance will continue its duty and responsibility of defending the Africans of Angola as a people and as a culture.
3. The displaced people who are congregated in certain localities in the province of Moxico, are the result of the offensive Eduardo dos Santos is carrying out in the eastern region. The same as has been happening in the central highlands since Eduardo dos Santos declared his war on 5th December 1998. The same causes produce the same effects. The population of Moxico are now experiencing the cruelty of Eduardo dos Santos.
4. UNITA considers the creation of UNOA (United Nations Office in Angola) without consulting UNITA's leadership as a bilateral accord between the UN and the Government of Luanda.
UNITA cannot be associated with the mechanism of that agreement concerning the security of movement of the UN personnel in the Angolan territory, as stated in the UN Security Council resolution No. 1262/99, dated 15th October 1999.
5. Being aware of its national and international responsibilities, the leadership of UNITA will keep the doors open, should the United Nations decide to start contacts with UNITA. After a careful understanding of the real purpose of UNOA, UNITA will then consider whether or not it can collaborate with it. Until then, UNITA will not accept to be subjected by an agreement from which it has been excluded.
