1999 - Year of Generalised Popular Resistance
COMMUNIQUE NO 31/CPM/99
The Generalised Popular Resistance is the only means José Eduardo dos Santos has left for the Africans of Angola to survive as a people with their own culture.
The Generalised Popular Resistance progresses with its mission, slowly but surely until all the Angolans become equal in their country of birth. In this context, UNITA's Standing Committee of the Political Commission makes public the main military operations carried out in the period of 13th to 16th July, 1999.
1. Province of Kuando Kubango:
On July 13th, an MPLA police vehicle travelling on the Menogue/Mumbe road was attacked and destroyed, resulting in the death of 15 policemen.
2. Province of Huila:
- On July 15th, an MPLA military security unit stationed 17 km east of the municipality of Matala was attacked, which resulted in the death of 11 enemy soldiers.
- On the same date an MPLA truck for the transport of troops and war material, travelling on Dongo/Matala road was attacked. 13 enemy soldiers were confirmed dead.
3. Province of Benguela:
On July 15th, an MPLA police vehicle travelling 20 km south of Chongoroy was attacked. 12 policemen were killed.
4. Province of Zaire:
- On July 15th, the MPLA 1st Battalion of the 13th Regiment stationed at Ngombe-ya-Ngombe, 33 km east of Banza Kongo, was destroyed. It intended to advance to recapture the municipality of Cuimba. During the operation, 18 enemy soldiers were killed, amongst them Lieutenant Colonel Alberto Ferreira, the Battalion's Commander.
- On the same date an MPLA truck for the transport of troops and war material, travelling on Nzeto/Soyo road was attacked and destroyed. 8 enemy soldiers were killed in the action.
5. Province of Uige:
On July 16th, an MPLA convoy of 58 trucks for the transport of troops and war material, travelling from Luanda with war material destined for the offensive against the areas under the jurisdiction of UNITA in the north region, was attacked and destroyed on Lukala/Samba Cajú road. 79 enemy troops were killed in the action.
In summary; José Eduardo dos Santos forces suffered the following human and material casualties:
a) 156 men dead
b) 62 trucks for the transport of troops and war material destroyed
c) the loss of large quantities of light weapons, bombs and munitions of various calibers.

1. UNITA's leadership welcomed with satisfaction the return to Bailundo of Comrades Joaquim Paulo Somakesenje, Domingos Oliveira and Job Sassando.
Under the framework of the Lusaka Protocol buried by José Eduardo dos Santos on December 5th, 1998 on the opening of the MPLA's 4th Congress, these Comrades were appointed by UNITA to fill the posts of Vice Governor of Bié Province, Governor of Lunda Sul Province and Vice Governor of Benguela Province respectively.
2. The three Comrades were subjected to indescribable inhuman psychological and physical treatment in the dungeons of the MPLA's political police, to force them to join the group of renegades created by Eduardo dos Santos. Our Comrades never gave in to pressure, instead, with the help of the population they managed to leave Luanda on February 16th, 1999, travelled across the provinces of Bengo, Uige, Malange and reached Bailundo on July 18th, 1999.
3. UNITA praises Joaquim Paulo Somakesenje, Domingos Oliveira and Job Sassando for their courage, coherence, determination and loyalty which should set a good example to all the militants of our glorious party.
This is the time for a large scale mobilisation for the Generalised Popular Resistance against the war Eduardo dos Santos has declared on the African people of Angola.
