Changi
SIGINT sites for the collection of radio and SATCOM are spread throughout China with the net control station situated in Beijing.
The PLA military facility at Changi is a SIGINT installation operated by the 3rd Department's 12th Bureau. It is responsible for identifying and tracking foreign satellites. In late December 1999 and early January 2000 US reconnaissance satellites photographed the addition of a new parabolic dish antenna at the facility.
The NIMA GeoNet Nameserver produced two responses on "Changi."

Zhangye in Gansu Province is the headquarters of the 84801 Unit, an otherwise un-identified Division of the 21st Group Army.
