APPENDIX 37

Memorandum submitted by G P S Mellor

I am writing to you to join in the widely held concern in the country over the failure of our government, and other governments, to proceed practically and in a determined manner with the progress of non-proliferation regimes, especially the NPT, CTBT and the FMCT, in short, moving towards the reduction and eventual abolition of nuclear weapons. The nuclear states, starting with the UK, should honour agreements under Article 6 "to pursue negotiations in good faith on effective measures relating to the cessation of the nuclear arms race". Only by doing this will countries like Pakistan, India, Iraq, Iran and North Korea be likely to abide by Article 6.

Moreover, the UK Government should do all in its power to influence the US and China and Russia away from their growing moving towards increased manufacture and deploying of nuclear weapons.
