Key Findings
Many countries view ballistic and cruise missile systems as cost-effective
weapons and symbols of national power.
Many ballistic and cruise missiles are armed with weapons of mass destruction.
Over 25 countries now possess ballistic missiles. The SCUD has been proliferated to more countries than any other ballistic missile system, but several countries are interested in developing or purchasing longer range, more effective
missiles.
Iran and North Korea are developing new ballistic missile systems with ranges
of over 1,000 miles. These missiles may be armed with weapons of mass
destruction.
Russian and Chinese strategic missiles with nuclear warheads will continue to
pose a threat to the United States. Both Russia and China continue to develop
new strategic missile systems.
Land-attack cruise missiles are highly effective weapon systems that can
present a major threat to military operations.
The number of foreign countries involved in producing land-attack cruise missiles will increase from two to nine in the next decade, and many missiles will
be available for export.
