Starting in 1995, Video recognized by Central Imagery Office (CIO) as an important source of imagery intelligence
- Real-time battlespace awareness, using video sensors such as UAVs was key technological advancement driving interest in video
- CIO Video Working Group (VWG) established in July 1995 Under umbrella of community-wide Imagery Standards Management Committee (ISMC)
- CIO (later NIMA) responsible to Chair the VWG
VWG Charter was changed / broadened after NIMA stand-up
- CIO VWG became the DoD/IC/USIGS Video Working Group (VWG)
- Revised VWG Charter (2.0) provided clear NIMA authority to lead community video efforts to “...establish interoperability standards for video imagery, audio, metadata, and associated systems consistent with goals USIGS and Joint Technical Architectures…”
