• DNI Requests Reauthorization of Title VII of FISA Amendments Act, letter to Congress, March 26. "Reauthorizing this authority is the top legislative priority of the Intelligence Community."
• Revised Guidelines Issued for NCTC Access to and Retention of Information, news release, March 22. "The updated Guidelines provide a framework that allows NCTC to obtain certain data held by other U.S. Government agencies to better protect the nation and its allies from terrorist attacks. In coordination with other federal agencies providing data to the NCTC, NCTC will establish the timeline for the retention of individual datasets based upon the type of data, the sensitivity of the data, any legal requirements that apply to the particular data, and other relevant considerations."
• Scientist Stewart Nozette Sentenced to 13-Year Prison Term for Attempted Espionage, news release, March 21. "FBI agents arrested Nozette following an undercover operation in which he provided classified materials on three occasions, including one that formed the basis for his guilty plea."
• Attorney General Holder Speaks on Legality of Targeting Terrorists who are American Citizens, March 5. "Let me be clear: an operation using lethal force in a foreign country, targeted against a U.S. citizen who is a senior operational leader of al Qaeda or associated forces, and who is actively engaged in planning to kill Americans, would be lawful at least in the following circumstances: First, the U.S. government has determined, after a thorough and careful review, that the individual poses an imminent threat of violent attack against the United States; second, capture is not feasible; and third, the operation would be conducted in a manner consistent with applicable law of war principles."
• Summary of the Reengagement of Detainees Formerly Held at Guantanamo Bay, Cuba, Office of the Director of National Intelligence report to Congress, March 5. Recidivism rate of GTMO detainees who were released declined from 17.3% to 4.5% post-January 2009.
