THE NEXT STEP, HE SAYS, IS FOR THE U-N SECURITY COUNCIL TO KEEP ITS PLEDGE TO SUSPEND SANCTIONS IMPOSED ON LIBYA AS A RESULT OF THE BOMBING. /// ANNAN ACT /// I WILL SHORTLY BE SUBMITTING A REPORT TO THE PRESIDENT OF THE SECURITY COUNCIL CONFIRMING THE TWO HAVE ARRIVED IN THE NETHERLANDS AND ARE IN THE HANDS OF THE NETHERLANDS AUTHORITIES. ANNAN SAYS HE WILL NOW BEGIN PREPARING A DETAILED REPORT ON WHETHER THERE IS EVIDENCE THAT LIBYA IS NOW INVOLVED IN TERRORIST ACTIVITIES. HE IS REQUIRED TO SUBMIT THAT REPORT TO THE SECURITY COUNCIL WITHIN 90 DAYS. DIPLOMATS SAY THE REPORT IS EXPECTED TO BE POSITIVE, AND LEAD TO THE COMPLETE LIFTING OF SANCTIONS ON LIBYA. MR. ANNAN'S REPORT TO THE COUNCIL IS ALSO EXPECTED TO DEAL WITH ISSUES CONCERNING COMPENSATION FOR THE VICTIMS OF THE LOCKERBIE BOMBING. UNDER A U-N-BROKERED AGREEMENT, THE TWO LIBYAN NATIONALS WILL FACE TRIAL IN A SCOTTISH COURT IN THE NETHERLANDS, WITH INTERNATIONAL OBSERVERS.
