TEXT: PRESIDENT CASTRO SAYS CUBA HAS DISPATCHED WHAT HE TERMED "CUBAN CITIZENS" TO THE UNITED STATES TO INFILTRATE EXILE GROUPS THAT OPPOSE HIS GOVERNMENT.
