BUT MR. MCCAFFREY SAYS MUCH WORK REMAINS TO BE DONE. THE REPUBLICANS ACCUSED THE CLINTON ADMINISTRATION OF NEGLECTING THE WAR ON DRUGS AND EXPRESSED HOPE THAT, UNDER MR. MCCAFFREY'S GUIDANCE, A STRONGER BATTLE WILL BE WAGED.
