INTRO:   VIRGINIA PROSECUTOR ROBERT HORAN HAS APOLOGIZED TO THE 
GOVERNMENT OF PAKISTAN FOR SOME RECENT COMMENTS HE MADE IN 
CONNECTION WITH THE CASE OF ALLEGED KILLER MIR AMAL KANSI. MR. 
KANSI IS ACCUSED OF KILLING TWO PEOPLE OUTSIDE C-I-A HEADQUARTERS
IN 1993.  WE HAVE A REPORT FROM V-O-A NATIONAL CORRESPONDENT JIM 
MALONE.

TEXT:   FAIRFAX COUNTY, VIRGINIA PROSECUTOR ROBERT HORAN HAS SENT
A LETTER OF APOLOGY TO PAKISTANI PRIME MINISTER MINISTER NAWAZ 
SHARIF.

MR. HORAN SAYS HE REGRETS THAT COMMENTS HE MADE IN A TELEVISION 
INTERVIEW IN JUNE WERE INTERPRETED AS AN INSULT TO THE PEOPLE OF 
PAKISTAN.

IN THAT INTERVIEW, MR. HORAN WAS ASKED ABOUT THE TWO-MILLION 
DOLLAR REWARD OFFERED FOR MR. KANSI'S CAPTURE IN HIS NATIVE 
PAKISTAN. MR. HORAN SAID THAT HE WAS SURE THAT THERE WERE PEOPLE 
IN PAKISTAN WHO WOULD TURN IN THEIR OWN MOTHER FOR ONLY 
20-THOUSAND DOLLARS. MR. HORAN LATER SAID HIS COMMENTS WERE TAKEN
OUT OF CONTEXT AND ADDED HE WOULD NOT APOLOGIZE.

MR. HORAN'S INITIAL COMMENTS SPURRED DEMONSTRATIONS EARLIER THIS 
MONTH IN LAHORE AND KARACHI AND ALSO PROMPTED DEMANDS FOR AN 
APOLOGY FROM THE PAKISTANI GOVERNMENT. A U-S STATE DEPARTMENT 
SPOKESWOMAN DESCRIBED MR. HORAN'S REMARKS AS INSENSITIVE AND 
OFFENSIVE TO PAKISTANIS. PAKISTANI DIPLOMATS NOW SAY THEY HAVE 
ACCEPTED THE APOLOGY AND CONSIDER THE MATTER CLOSED.

MIR AMAL KANSI WILL GO ON TRIAL IN NOVEMBER. HE IS CHARGED WITH 
KILLING TWO PEOPLE AND WOUNDING THREE OTHERS OUTSIDE C-I-A 
HEADQUARTERS IN LANGLEY, VIRGINIA, IN JANUARY OF 1993.  MR. KANSI
WAS CAPTURED BY F-B-I AGENTS IN PAKISTAN IN JUNE AND BROUGHT TO 
VIRGINIA TO FACE TRIAL. HE COULD RECEIVE THE DEATH PENALTY IF 
CONVICTED.  (SIGNED)
