IVRY FORMULATING ROLE OF COUNCIL ON NATIONAL SECURITY

  The Prime Minister's Office is concluding preparations for  formulating
the role of the council for national security, HA'ARETZ reported.
  David Ivry, who was appointed to head the council, has submitted proposals
to Prime Minister Benjamin Netanyahu on the organization's authorities and
objectives.  According to Ivry's plan, the council would be composed of a
permanent staff and would coordinate a number of inter-ministerial working
groups that would include representatives of bodies dealing with foreign and
defense policy.
  The main role of the forum would be to integrate and coordinate various
government branches, centralize planning, and prepare materials for the
prime minister and security cabinet meetings.   The group would also
coordinate planning connected to the peace process, as well as prepare prime
ministerial visits abroad.
  In the intelligence field, the council would coordinate assessments made
by different branches -- IDF military intelligence, the Mossad, the General
Security Service, and the Foreign Ministry.  In the military realm, the
forum would work on long-range planning.
