The appointment of that chair, which is made by the speaker of the House, has been delayed due to an ethics-related complaint concerning a college course taught by incoming speaker Newt Gingrich. The conference also selected chairs for the 13 appropriations subcommittees, who will hold considerable power over spending bills. Their cooperation will be needed to eliminate federal programs the Republican leadership opposes.
