ACCESSIONS


Introduction

Accession is the entry or re-entry into Active Duty, ARC, or Air Force civilian status. The components of the accessions process are skills management, recruiting, basic training and technical training. In essence, these components ensure that the Air Force Intelligence team has the necessary education, backgrounds, skills, knowledge and aptitudes to meet intelligence operations needs. AF/XOI can influence, but does not control, active duty and reserve recruiting and basic training.

Accessions Strategies

Intelligence advocates the entry-level requirements for AF intelligence accessions with AF/DP. Additionally, intelligence career field managers work with AF/DP to forecast and identify total force future projections for accessions by AFSC and Civilian Occupational Series based on field requirements.
ARC Accessions Strategy: The ARC relies heavily on active duty intelligence personnel who separate from the Services as the basis for some of the new accessions. In order to maintain a large pool of potential accessions, qualifying individuals from the active Air Force will be counseled on ARC career opportunities. Interested individuals will be directed to ARC POCs with comprehensive information on the application process and vacancies. A reserve career opportunity counseling will be performed for every qualified, separating Air Force member. Additionally, HQ AFRES, AIA/RE, and ANG recruiters will exchange information on non-prior service applicants. This strategy will mirror image what the active duty requirements dictate. A pamphlet is currently under development which will outline qualifications and opportunities for intelligence personnel leaving active duty.

Civilian Accessions Strategy:

The DoD Civilian Intelligence Personnel Management System (CIPMS) provides the flexibility to bring quality people into the work force. This includes direct hire authority and management's ability to select from any appropriate source. The Air Force Intelligence Career Program, will include a centralized referral system to access current Air Force employees with prior intelligence background and an external applicant skill file of people outside of the Air Force that would like to work for Air Force Intelligence.

PROGRAMS

Prior Service Program

Prior service Army, Navy and Marine Corps intelligence personnel are accessed on a contuining basis within Air Force personnel constraints. This strategy is designed to reduce experience and manning shortfalls by recapturing critically needed experience. DoD Dir 3305.2 and AFI-36-2606 provides further information on this program.

AFRES/ANG Recruitment Programs

The current AFRES/ANG accession process permits recruitment of personnel from prior service, PALACE CHASE, and non-prior service sources.

Individual Mobilization Augmentee (IMA) Recruitment Program

The IMA accessions strategy is to expand the recruitment pool for the Air Force Intelligence IMA program which currently only permits recruitment from prior service, fully qualified personnel sources (those individuals who hold a fully qualified AFSC).

Civilian Intern Program

Air Force Career Programs centrally manage and fund intern programs designed to attract high potential men and women to careers as Federal employees with the Air Force. Intern programs support the systematic accession of high-caliber candidates to meet career program force renewal goals by recruiting, developing, and out-placing qualified interns. The Air Force Intelligence Career Program will establish requirements for occupational series 0132 (intelligence specialist).
