EXECUTIVE SUMMARY


The Intelligence Force Development Guide, Sentinel Force 2000+, identifies strategies to acquire, train, develop, utilize, maintain and enhance a high-quality intelligence force which can deliver on-time, tailored intelligence to users worldwide--from the crew member to the Commander-in-Chief. This guide encompasses the entire intelligence team--civilian, active and Air Reserve Component (ARC) forces as well as the Intelligence-related workforce which supports the Air Force mission.

The intelligence force must be as adaptable and flexible as its principal consumers--the warfighting commanders and their forces, the acquisition community, policy makers, and planners. The development of this force must be based on the evolving requirements of these consumers in these mission areas. To do this, the HQ Air Force Intelligence Force Development Team has joined forces with counterparts at all levels in order to achieve the best possible product and address current and future concerns.

The Air Force intelligence force is ideally suited for the challenges posed by today's security environment. The men and women who have preceded us invested heavily in technology, force structure, research, and training to create robust air and space intelligence forces. Our challenge today is to expand the role of intelligence professionals to include duties as information operators. An information operator collects, analyzes, reports and secures information critical to the decision maker and denies the enemy the ability to do the same. Information Operations include: surveillance; reconnaissance; command and control; communications; combat identification; precision navigation; and weather. Information operators will be even more capable of providing the warfighter with dominant battlespace knowledge, presence and awareness.
