AFI 10- 704, 25 March 1994, is supplemented as follows:
1.2. The term commander means the functional position exercising authority and control over a military organization. Tactical Deception (TD) is the commander's responsibility and should be integrated into all phases of exercise and
operational planning. HQ PACAF extends this responsibility to commanders at the numbered air force (NAF), and wing levels within HQ PACAF.
2.12. (Added). Train personnel at each PACAF NAF and wing to be able to develop and execute TD in support of their organizational OPlan and contingency taskings. Develop a TD focal point system that permits effective command- wide coordination of TD taskings, in a close hold manner, in support of a unified commander's requirements.
2.12.1. (Added). HQ PACAF will host an annual TD course. Timing will be determined by personnel rotation and deception training requirements. Units will nominate tactical deception officers (TDO/ TDNCO), and TD working group (TDWG ) personnel to attend.
3.3.6.1. Coordinate subordinate unit TD efforts that may conflict with activities of other units within their area of responsibility (AOR).
3.3.6.2. Ensure subordinate unit TDOs are appointed.
3.3.6.3. Ensure that all subordinate unit TDOs attend formal TD training and TD seminars conducted by higher headquarters within three months of appointment.
3.3.6.4. Host a semiannual NAF level tactical deception working group (TDWG) meeting. This working group is composed of those staff level positions which the organizational commander deems necessary to adequately support TD activities outlined in operational taskings.
3.3.6.5. Review minutes of all subordinate unit TDWG meetings.
3.3.6.6. Provide TD staff assistance visits upon request by subordinate units.
3.3.6.7. Provide an annual report of Tactical Deception Activities to HQ PACAF/ DOXP not later than 7 September. Data provided in reports is based on TD activity in the NAF and subordinate units during the closing fiscal year.
3.3.6.8. Assist subordinate unit TDOs in the development of TD plans for exercises and operations.
3.3.6.9. Coordinate all training and resource requirements for subordinate unit TDOs with HQ PACAF/ DOXP.
3.3.6.10. Advise HQ PACAF/ DOXP of all TDO personnel changes at the NAF and subordinate unit levels within five working days of the effective change.
3.3.6.11. Ensure units submit after action reports for all TD activities.
3.3.6.12. Ensure that lessons learned during NAF, and subordinate unit exercises are documented and disseminated to all other PACAF units and headquarters levels.
3.3.6.13. Submit nominations for one TDO and one TD Noncommissioned Officer (TDNCO) from the NAF to HQ PACAF/ DOXP for the TDO of the Year and TDNCO of the Year awards, not later than 1 October. Nominations are based on TDO/ TDNCO activity during the previous fiscal year.
3.4.3. Include TD in all phase I operational readiness exercises (Phase I ORE) to the extent necessary to ensure all affected personnel are exposed to the techniques and benefits of TD. Affected personnel will vary at each unit, based on the unit's mission and wartime tasking.
3.4.4. Unit TDO responsibilities include:
3.4.4.1. The primary TDOs are the focal point officers for all TD documents and activities at the unit. As such, they are responsible for ensuring compliance with applicable TD administrative procedures. TDOs will maintain an appointment letter designating individuals authorized to receive SPECAT messages from the servicing information processing (communications) center. HQ PACAF TDO (MAJCOM Focal Point Officer) and the respective NAF TDOs are authorized access to all unit TD plans, correspondence, and activities.
3.4.4.2. Provide proper indoctrination of personnel associated with handling TD documents, and instruction in the proper marking and storage of sensitive TD materials.
3.4.4.3. Advocate the TD program to the wing leadership to ensure optimum program support. Develop "direct line" communication authorization between TDO, OG/ CC, and wing commander to facilitate approval of TD activity without compromising TD plans at intermediate organizational levels.
3.4.4.3.1. Provide TD advocacy brief to incoming OG/ CC and wing commander within 45 days of individual's arrival.
3.4.4.4. Organize the TDWG. Membership includes all functional areas within the unit that could have an impact on or be affected by TD activities.
3.4.4.5. Train TDWG members to provide functional area support to TD activities. Expertise and credibility on the part of TDWG members in their respective functional area is critical to effective TD planning.
3.4.4.6. Develop a TD appendix, in accordance with AFMAN 10- 401, to be included in, but maintained separately from, the unit's operational support plan to tasked OPlans and contingency plans. The appendix is maintained as appendix 7 to annex C (C- 7) in each of the tasked plans. The C- 7 may be written once, to cover TD activity in support of all tasked plans, or it may be written separately for each tasked plan. Coordinate each C- 7 with USAF TD POCs at the unit's wartime operating location, if appropriate, to ensure viability of TD plan.
3.4.4.7. Forward completed C- 7s to HQ PACAF/ DOXP for review. Update annually.
3.4.4.8. Provide TWDG meeting minutes to NAF TDO for review. 3.4.4.9. Provide after action reports for each TD exercise and operation to NAF with a copy to HQ PACAF/ DOXP within ten working days of completion of TD activity or return from TDY.
3.4.4.10. Provide annual report of TD activity to NAF TDO not later than 1 September. Data provided in the report is based on unit TD activity during the closing fiscal year.
3.4.4.11. Interface with unit Operations Security (OPSEC) officer to ensure coordinated effort during exercises and operations.
