CLOTHING ALLOWANCES FOR AIR FORCE PERSONNEL
AFI 36-3014, Clothing Allowances for Air Force Personnel, is supplemented as follows: This supplement provides guidance and procedures for issuing civilian clothing allowance for Air Intelligence Agency (AIA) personnel. It does not apply to AIA-gained Air National Guard units and the Air Force Reserve.

1.3.1(Added). Authorized Positions. The Director of Personnel (HQ AIA/DP) approves positions that are authorized initial and continuing civilian clothing allowance (CCA) payments. The commanders of the 67th Intelligence Wing (67 IW), centers, groups, and the Air Force Cryptologic Office (AFCO) will submit written requests to designate specific positions for CCA to the Plans Branch (HQ AIA/DPAX). HQ AIA/DPAX ensures that the appropriate assignment instruction code (PCS [permanent change of station] Processing Code) is assigned to CCA-authorized positions. Annually, commanders will recertify the requirement for positions designated CCA payments.
1.3.2(Added). Processing Procedures. CCA requests are forwarded to HQ AIA/DPAX for approval. The request must include:
1.3.2.1. A written justification that states the reason the position requires the member to wear civilian clothing and that wearing civilian clothing is based on the security or safety risk for the individual assigned to the designated specific positions.
1.3.2.2. Name, social security number, grade, and date of separation of incumbent.
1.3.2.3. Personnel accounting symbol and unit manning document position number.
1.3.2.4. Type (initial or continuing) clothing allowance required.
1.3.2.5. Type (summer, winter, or summer and winter) clothing required.
1.3.2.6. The date and amount, if any, of a CCA payment the incumbent received in the past 3 years (as verified by servicing finance office).
1.3.2.7. Unit of assignment and length of tour.
1.3.2.8. Time remaining on assignment of incumbent.
1.4.5(Added). Temporary Duty Allowance. Members are authorized to receive the maximum TDY allowance but not to exceed a 3-year period of continuous active duty. Officers qualify for temporary duty (TDY) allowance if they are stationed at locations outside the United States and perform numerous TDYs for short periods of time to other locations also outside the United States where wearing civilian clothes are mandatory. The commander cannot grant a TDY allowance until the individual is actually tasked to perform the TDY that requires wearing civilian clothing for safety or security reasons. A TDY allowance is not automatically authorized for individuals assigned to an organization normally tasked with frequent TDYs. A TDY allowance is authorized for formal training only when the reporting instructions specify that it is mandatory to wear civilian clothing.
1.4.6(Added). Delegation of Authorities. AIA major staff offices, the 67 IW, centers, groups reporting directly to HQ AIA, and the AFCO are delegated approval authority for temporary duty allowance. All other AIA units will submit TDY CCA requests directly to HQ AIA/DPAX.
