AIAI Whatever Date 1994 This supplement establishes procedures for HQ Air Intelligence Agency (AIA) units and identifies the unique responsibilities of AFI 25-201, Support Agreements Procedures. Air Force and Department of Defense (DoD) policy directs recurring support services to be identified in a formal agreement and annexed as needed. A successful support agreement requires a clear understanding of supplier capabilities and limitations and the receiver's needs and resources. The term supplier, host, receiver, or tenant are used interchangeably. This supplement does not apply to AIA-gained Air National Guard or Air Force Reserve units.SUMMARY OF REVISIONSThis is the initial publication of Air Intelligence Agency (AIA) supplement to AFI 25-201. It standardizes support agreements procedures for AIA units.Chapter 22.1.1 The Logistics Plans and Mobility Branch (HQ AIA/LGXS) is the program manager and administers policy for the headquarters support agreements program. The 67th Intelligence Wing (67 IW) is the approval authority for signing support agreements. The support agreements for the center or groups outside the 67 IW-area of responsibility, are prepared and executed at the lowest practical command level. The AIA-support agreements program is measured quarterly according to AFPD 25-2, Support Agreements.2.1.2. The Financial Integration Branch (HQ AIA/FMC) administers guidance and policy necessary to support financial management personnel and resource managers.2.1.4. Civil Engineer Functional Manager (HQ AIA/CE) coordinates on all support agreements which addresses the following support:
² Common use facility operations, maintenance repair, and construction.
² Environmental compliance.
² Fire protection.
² Custodial services.
² Engineering support.
² Explosive ordnance.
² Facilities and real property support. (The real estate agreement is not attached to the support agreement but it is maintained by HQ AIA/CE.)
² Housing and lodging services (dormitory, furnishing management, and housing referrals).
² Refuse collection and disposal.
² Resource management.

² Initially contacts the supplier with a request for support in sufficient detail to enable the supplier to evaluate capability and cost.
² Provides assistance to functional managers in resolving coordination problems arising during the implementation of the support agreement.
² AIA units review the support agreement, identify any changes required, and determine if the support agreement provides the most economical method of acquiring the support.
² Ensures functional offices that are affected by the services described in the support agreements agree with the draft.
² Submits support agreements for validation of financial data to the first echelon of financial management before signing.
² Verifies that the draft is consistent with all existing memorandums of agreements.
² Ensures the commander and higher headquarters are kept current on status of agreements.
² Notifies the supplier and higher headquarters of desired changes. If problems arise, notifies higher headquarters by message and request assistance with a courtesy copy to HQ AIA/LGXS.Chapter 44.1. 1. A successful support agreement requires a clear understanding of the supplier's capabilities and limitations and the receiver's needs and resources.4.2.2. Ensures sensitive compartmented information (SCI) clearances are identified in category of support, if applicable:
² Chaplain.
² Surgeon General.
² Judge Advocate.Chapter 55.2.1. (Added) AIA units which do not have a functional representative for requested support forwards the draft support agreement to higher headquarters for review.5.3.1. Forwards a signed support agreement to higher headquarters and HQ AIA/LGXS.Maintains a copy of the signed support agreement with supporting documents. Atch 2 (Added) 22. Block 12. Specific provisions. Most support agreements typically require specific provisions to clarify the procedures associated with the requested support. The nature and extent of these specific provisions varies with individual circumstances deriving from the kinds of support provided.Specific provisions are identified when support requirements cannot readily be addressed by reference to existing directives. In such cases, the functional manager, as part of the negotiation process, ensures that the stipulated provisions accurately describe the support provided.Must clearly define the terms and conditions of the support agreement, including, as appropriate, special instructions or requirements, standards of performance with criterions for measuring that performance and a cost breakdown.Depending on the services requested, specific provisions for each category of support for each agreement vary.Standard statements may not always be acceptable to both parties.Identifies applicable instructions, and directives, as appropriate for the services to be provided.Atch 7 (Added) A7.1.
