ELECTRONIC SECURITY COMMAND SECURITY MANAGER/SECURITY MANAGER REPRESENTATIVE AWARDS PROGRAM


This regulation sets up the annual awards program for security managers (SM) and security manager representatives (SMR). It explains eligibility rules, tells how to nominate personnel, and how to select division winners for the awards. This regulation applies to all Electronic Security Command (ESC) activities worldwide. This regulation does not apply to ESC-gained Air National Guard or Air Force Reserve units.

This regulation provides guidelines for selecting and submitting personnel for the awards of the Security Manager and Security Manager Representative of the Year Program. The regulation requires that copies of previous program reviews and semiannual security inspections relating to the nominee be submitted with the package.

1. Program Objective. The program objective is to acknowledge and encourage outstanding achievement by individuals performing the duties of SM and SMR. Two awards will be given; one selected from the field nominations and one from the "Security Hill" area. The evaluation period for the awards program is the calendar year (1 January through 31 December).

2. Responsibilities:

2.1. Each commander is responsible for publicizing this program and nominating qualified individuals for the award.

2.2. Each commander will submit nominations through the chain of command to HQ ESC/SP (Security Police) for consideration of the award. Only one nominee will be submitted by each division and "Security Hill" activity.

3. Eligibility Criterions. To be nominated for these awards, the following criterions apply:

3.1. The person must be performing as an SM or SMR and not filling an 811XX (Security Police) AFSC or an 080-series (Security Administration) civilian position. (See AFR 900-28 for Security Police Awards.)

3.2. The person must have undergone an annual Information Security Program Review during the period under consideration.

3.3. If an inspector general (IG) inspection has been conducted during the period of consideration, the nominee's section must not have received any findings pertaining to security.

3.4. The nominee must have performed as SM or SMR for at least 6 months.

3.5. The nominee must have actively participated in the activity's Security, Training, Education, and Motivation (STEM) Program.

4. Nomination Procedures. Prepare nomination packages according to the format in attachment 1. Submit nominations to HQ ESC/SP to arrive no later than 1 February following the reporting period. Nominations received after that date will not be considered for command competition.

5. Selection Process. Each submitting activity will establish a panel of three personnel to select their submission. The panel will use attachment 2 as a guide when making their selection. A panel of three HQ ESC/SP staff members will select the winner for each field and "Security Hill" award.
