ELECTRONIC SECURITY COMMAND UNIT PUBLIC AFFAIRS REPRESENTATIVE AWARDS PROGRAM
This regulation establishes annual awards for the Electronic Security Command (ESC) Unit Public Affairs Representative (UPAR) program. It applies to all ESC units and ESC-gained Air National Guard and Air Force Reserve units

1. Purpose of Awards. The ESC UPAR Awards Program is designed to recognize outstanding achievements of additional-duty unit Public Affairs (PA) representatives (UPARs). Specific categories have been designed to recognize contributions to Spokesman, the command's unclassified magazine, and Insight, the command's operational magazine.
2. Responsibility. HQ ESC/PA will manage the awards program by requesting entries from UPARs, presenting material to a panel of judges (selected annually by HQ ESC/PA), and selecting winners for each category.
3. Submission and Selection Criterions:
3.1. Only those individuals who were ESC members (or members of an ESC-gained Reserve or Guard unit) during the competition period are eligible to be nominated for awards.
3.2. Only items published in Spokesman and Insight are eligible for competition in categories listed in paragraphs 4a through 4f. A special category has been established to recognize UPAR efforts in other areas.
3.3. Submissions in the Spokesman article and photography categories must be sent to HQ ESC/PA. Entries must be mounted on poster board (or similar material). If possible, a mounted print and clipping of each photo entry should be sent. Each entry should be clearly marked on the back, noting its competition category.
3.4. In categories which require the unit to submit entries, the unit is limited to three submissions. These submissions may be from different unit members or from one unit member--but not three entries from each unit member competing.
3.5. Entries received after the suspense date are not eligible for competition.
4. Categories of Awards. HQ ESC/PA will select first-, second-, and third-place winners, as well as optional honorable-mention winners, from each category as follows:
4.1. Best Article (Spokesman). To compete, UPARs must send articles to HQ ESC/PA for consideration. All articles which have appeared in Spokesman are eligible. Submissions must be clipped from Spokesman and mounted as specified in paragraph 3c.
4.2. Best Article (Insight). All articles which appeared in the previous year's four issues of Insight will be entered. HQ ESC/PA is responsible for preparing these entries.
4.3. Best Internal Information Support. HQ ESC/PA will determine winners by the number of usable articles and photos submitted for Spokesman, Insight, and other ESC internal information products.
4.4. Best Photo (mission-related, Spokesman). UPARs must submit a photo printed in Spokesman which covered an ESC mission-related event (exercise, mobility, equipment, etcetera). Submissions must be clipped from Spokesman and the original photo, if possible, should be furnished. The photo may be black and white or color.
4.5. Best Photo (mission-related, Insight). The guidance stated in paragraph 4b applies.
4.6. Best Photo (nonmission-related, Spokesman). UPARs must submit a photo covering an ESC event not related to the command's mission (community work, hobby, sport, etcetera). Submissions must be clipped from Spokesman and the original photo, if possible, should be furnished.
4.7. Best Hometown News Program Support. This award recognizes support to the Army-Air Force Hometown News Program. HQ ESC/PA will:
4.7.1. Determine winners by the quantity and quality of DD Forms 2266, Information for Hometown News Release, submitted to and accepted by the Army and Air Force Hometown News Center.
4.7.2. Use the center's monthly reports as a basis for determining the winner. The number of DD Forms 2266 accepted or rejected for publication in proportion to the unit's size will be the primary selection factor. Winners will be selected for large, medium, and small units.
NOTE: Other efforts to support connections between unit members and their hometowns will not be judgedin this category, but may be considered for other UPAR awards.
4.8. The Cornerstone Award. Awarded to the UPAR who provided the cornerstone of his/her unit's morale program and used maximum publicity to highlight the unit's mission and members. This award was developed to recognize the UPAR's support of PA functions not readily visible at the headquarters level. Commanders must nominate UPARs for this award. A one-page narrative stating the UPAR's support to unit, base PA, and other community events will be the criterions for selecting winners.
4.9. Special Recognition. HQ ESC/PA will recognize, when appropriate, UPARs whose efforts have made a significant impact on the ESC public affairs program as a whole. HQ ESC/PA will make the selection, which may not occur every year. No submissions or nominations are necessary.
4.10. Outstanding Unit Public Affairs Representative. HQ ESC/PA will select the winner based on overall performance in all categories, as well as other support given to HQ ESC/PA throughout the year.
5. Awards. A message notifying units of specific contes criterions will be sent by HQ ESC/PA to all units. HQ ESC/PA will collect and judge inputs at the beginning of the following calendar year. First-place winners in all categories, except the Cornerstone Award, will receive a plaque. Second- and Third-place and honoralbe-mention selectees will receive certificates. The Cornerstone Award recipient will receive a "traveling trophy" which will be maintained at the unit for a period of one year (similar to a commander's trophy program).
