AIR FORCE INTELLIGENCE COMMAND'S OUTSTANDING AIRMAN OF THE YEAR AND FIRST SERGEANT OF THE YEAR RECOGNITION PROGRAMS


This regulation is affected by the Privacy Act of 1974.

This regulation establishes policy and procedures for the Air Force Intelligence Command's (AFIC) Outstanding Airman of the Year (OAY) and First Sergeant of the Year (FSOY) programs. It also explains the procedures and responsibilities for nominating and selecting Air Force enlisted personnel (active duty and reserve) as nominees for these awards. This regulation applies to HQ AFIC Deputy Chiefs of Staff (DCS) and major staff offices, all subordinate AFIC units, and AFIC-gained Air Force Reserve units. It does not apply to the AFIC-gained Air National Guard unit.

1. Terms Explained:

1.1. Senior Noncommissioned Officer (SNCO). Active duty enlisted personnel serving in the grade of master sergeant (MSgt), senior master sergeant (SMSgt), or chief master sergeant (CMSgt).

1.2. Noncommissioned Officer (NCO). Active duty enlisted personnel serving in the grade of sergeant (Sgt), staff sergeant (SSgt), or technical sergeant (TSgt).

1.3. Airman (Amn). Active duty enlisted personnel serving in the grade of airman basic (AB), airman (Amn), airman first class (AI C), or senior airman (SrA).

1.4. First Sergeant Active duty enlisted personnel serving in Air Force Specialty Code (AFSC) 10090.

1.5. Forms:

1.5.1. Prescribed AFIC Form 82, Outstanding Junior Officer/Airman Board Worksheet.

1.5.2. Used. AF Form 1206, Nomination for Award.

2. Responsibilities:

2.1. Wing and center commanders and the 696th Intelligence Group Commander (696 IG/CC) will select a single SNCO, NCO, Airman, and First Sergeant from among their headquarters and subordinate units for nomination and consideration as the AFIC First Sergeant, SNCO, NCO, and Amn of the Year.

2.2. The 6960 ESG will select a single SNCO, NCO, Airman, and First Sergeant from among HQ AFIC DCSs, major staff offices, and direct reporting units (DRU) for nomination and consideration as the AFIC First Sergeant, SNCO, NCO, and Amn of the Year.

2.3. HQ AFIC/DPA (Directorate of Personnel Programs) is the office of primary responsibility for the AFIC Outstanding Airman of the Year and First Sergeant of the Year programs and will:

2.3.1. Solicit Outstanding Airman of the Year nominations, by message, no later than I September. Nominations will be suspensed to arrive at HQ AFIC/DPA no later than 31 January.

2.3.2. Solicit First Sergeant of the Year nominations, by message, no later than I September. Nominations will be suspensed to arrive at HQ AFIC/DPA no later than 31 January.

2.3.3. Review nomination packages to ensure that they are prepared in proper administration format and contain all the applicable information required by AFR 900-29.

2.3.4. Request HQ AFIC/CMS (Senior Enlisted Advisor) appoint four CMSgts to serve as board members.

2.3.5. Convene a selection board no later than 20 February.

2.3.6. Prepare board minutes, staff summary, and announcement message for approval by HQ AFIC/CC (Commander) or HQ AFIC/CV (Vice Commander).

2.3.7. Advise HQ AFIC/PA (Directorate of Public Affairs) of the winners and provide them with copies of the nomination package.

2.3.8. Will serve on HQ AFIC/CMS OAY Committee.

2.4. HQ AFIC/CMS will:

2.4.1. Serve as president of HQ AFIC Outstanding Airman of the Year board.

2.4.2. Appoint four CMSgts to serve as board members. Three board members will be selected from among AFIC wing and center senior enlisted advisors, one board member will be appointed from among CMSgts serving on the HQ AFIC staff.

2.4.3. Coordinate travel and billeting arrangements for board members.

2.4.4. Review nominations for First Sergeant of the Year and select the command winner for approval by HQ AFIC/CC.

2.4.4.1. Prepare indorsement letter to HQ AFMPC/DPMASA for AFIC/CC signature.

2.4.4.2. Provide HQ AFIC/DPA with indorsement letter and original nomination packages for the selectee and finalists.

2.4.5. Solicit corporate and private donations for Outstanding Airman and First Sergeant of the Year programs.

2.4.6. Provide meaningful award recognition through Air Force and non-Air Force appropriated funds.

2.4.7. Establish and coordinate Outstanding Airman Week functions through an Outstanding Airman Week committee.

2.4.7.1. Committee membership, at a minimum, will consist of:

2.4.7.1.1. HQ AFIC/CMS or CMS selected representative (Senior Enlisted Advisor).

2.4.7.1.2. HQ AFIC/CSP (Chief, Protocol and Ceremonies).

2.4.7.1.3. HQ AFIC/CSR (Orientation and Team Presentations).

2.4.7.1.4. HQ AFIC/IM (Directorate of Information Management).

2.4.7.1.5. HQ AFIC/PA (Directorate of Public Affairs).

2.4.7.1.6. 6960 ESG/LGV (Vehicle Operations Branch).

2.4.7.1.7. HQ AFIC/DPA (Directorate of Personnel Programs).

2.4.7.2. The committee will support the following elements:

2.4.7.2.1. Publicity.

2.4.7.2.2. Photography.

2.4.7.2.3. Graphics.

2.4.7.2.4. Reproduction.

2.4.7.2.5. Tickets.

2.4.7.2.6. Transportation.

2.4.7.2.7. Escorts.

2.4.8. Coordinate travel and billeting arrangements for OAY and FSOY.

2.5. HQ AFIC/PA will:

2.5.1. Coordinate OAY Week programs with HQ AFIC/CMS through representation on OAY Committee.

2.5.2. Request appropriate photographic support from each finalists organization to be used during OAY Week activities.

2.5.3. Coordinate with HQ AFIC/CSR on video or slide presentation of finalists for use during the formal banquet.

2.5.4. Publicize OAY and FSOY programs and OAY Week activities or results in command mediums.

2.5.5. Submit news releases to local and Air Force media.

2.6. HQ AFIC/CSP will:

2.6.1. Coordinate OAY Week programs with HQ AFIC/CMS through representation on OAY Committee.

2.6.2. Coordinate formal banquet arrangements.

2.6.3. Manage formal banquet invitations.

2.6.4. Coordinate travel and billeting arrangements for distinguished visitors (other than finalists and OAY board members).

2.7. HQ AFIC/CSR will:

2.7.1. Coordinate OAY week programs with HQ AFIC/CMS through representation on OAY Committee.

2.7.2. Coordinate with HQ AFIC/PA on slide or photo requests for banquet presentations.

2.7.3. Develop and conduct command briefings for OAY finalists.

2.8. HQ AFIC/IM will:

2.8.1. Coordinate OAY Week programs with HQ AFIC/CMS through representation on OAY Committee.

2.8.2. Coordinate with HQ AFIC/CMS and HQ AFIC/PA and develop OAY Week flyers, posters, invitations, tickets, agenda booklets, banquet programs, and winners' board.

2.8.3. Provide photographic support for OAY Week activities.

2.9. 6960 ESG/LGV will:

2.9.1. Coordinate OAY Week programs with HQ AFIC/CMS through representation on OAY Committee.

2.9.2. Provide transportation support for OAY Week activities.

2.9.3. Coordinate with HQ AFIC/CMS and organize San Antonio tour support when requested.

3. Nomination Criterions:

3.1. The period of the award will be I January through 31 December of the previous calendar year.

3.2. All nominees must:

3.2.1. Be assigned to any AFIC organization for at least 90 days during the inclusive period.

3.2.2. Be serving in an eligible grade on the last day of the inclusive period.

3.2.3. Not have received any negative quality force indicators during the inclusive period to include: unfavorable information files, entry into Phase I of the Weight Management Program, or marginal performance ratings.

4. Nomination Format: Nominations will be in the format prescribed by AFR 900-29. HQ AFIC/DPAF will announce additional nomination requirements, if necessary, by message when soliciting nominations.

5. Honoring Finalists:

5.1. TDY. Wing, centers, and HQ AFIC nominees will be sent TDY to HQ AFIC to be honored for their achievements (if mission permits). This TDY is funded according to ESCR 170-1.

5.2. Awards and Honors. Commanders are encouraged to recognize their nominees for AFIC Outstanding Airman of the Year and First Sergeant of the Year by presenting a plaque or similar type of recognition to the individual. Other forms of local recognition can include (but are not limited to):

5.2.1. Special parking privileges.

5.2.2. Trips with the commander to selected military and civilian functions.

6. Suspenses:

6.1. HQ AFIC/DPA will solicit nominations no later than I September.

6.2. Outstanding Airman of the Year nominations will arrive at HQ AFIC/DPA no later than 31 January.

6.3. First Sergeant of the Year nominations will arrive at HQ AFIC/DPA no later than 31 January.

6.4. HQ AFIC/DPA will advise board members of the scheduled board date no later than 15 January.

6.5. Outstanding Airman of the Year selection board will be held no later than 20 February.

6.6. First Sergeant of the Year selection will be made no later than the first week in March.

6.7. Message inviting selectees, finalists, and their commanders, and senior enlisted advisors to Outstanding Airman Week will be sent no later than 10 March.

6.8. Outstanding Airman Week will be held no later than the last week in March.

NOTE: When suspense dates fall on a weekend or holiday, the succeeding duty day will be the new suspense date.
