OUTSTANDING COMPANY GRADE OFFICER AND INDIVIDUAL MOBILIZATION AUGMENTE RECOGNITION PROGRAMS


NOTE: This regulation is affected by the Privacy Act of 1974.

This regulation establishes policy and procedures for the Air Force Intelligence Command Company Grade Officer of the Year (CGOY) and the Individual Mobilization Augmentee (IMA) of the Year programs. It also explains the procedures and responsibilities for nominating and selecting Air Force officers (active duty and Reserve) as nominees for the CGOY and IMA awards. The regulation applies to HQ AFIC Deputy Chiefs of Staff (DCS) and major staff offices, all subordinate AFIC units, and AFIC- gained Air Force Reserve units. It does not apply to AFIC-gained Air National Guard units.

1. Terms Explained:

1.1. Company Grade Officer. Any active duty commissioned officers in the grade of second lieutenant, first lieutenant, or captain.

1.2. IMA Officer. Reserve officers in any grade.

1.3. Form Prescribed: AFIC Form 82, Outstanding Junior Officer/Airman Board Worksheet.

1.4. Form Implemented: AF Form 1206, Nomination for Award.

2. Responsibilities:

2.1. Center and wing commanders will select a single junior officer from among their headquarters and subordinate units for nomination and consideration as the AFIC CGOY.

2.2. The 6960 ESG will select a single junior officer from among HQ AFIC DCSs, major staff offices, and Direct Reporting Units for nomination and consideration as the AFIC CGOY.

2.3. HQ AFIC/DPA (Directorate of Personnel Programs) is the office of primary responsibility for the AFIC CGOY program and will:

2.3.1. Solicit nominations to arrive at HQ AFIC/DPA no later than 31 January.

2.3.2. Review nomination packages to ensure that they are prepared in proper administrative format and contain all the applicable information listed in paragraph 4 of this regulation.

2.3.4. Request HQ AFIC/DPO (Assistant for Senior Officer Management) appoint three active duty colonels (0 6) from within the headquarters to serve as board members. The senior ranking member will serve as board president.

2.3.5. Convene a selection board no later than 10 February.

2.3.6. Prepare board minutes, staff summary, and announcement message for approval by the AFIC Commander or Vice Commander.

2.3.7. Advise HQ AFIC/PA (Public Affairs) of the winner and provide them with one copy of the nomination package.

2.4. HQ AFIC/DPB (Assistant for Reserve Affairs) is the office of primary responsibility for the AFIC IMA of the Year program and will:

2.4.1. Solicit nominations from HQ AFIC staff offices and AFIC units and include any special nomination instructions received from the Air Reserve Personnel Center (ARPC).

2.4.2. Review nominations for administrative compliance.

2.4.3. Appoint two active duty and one reserve colonel (0-6) to serve as board members. The senior ranking member will serve as board president. Appointment of an AFIC IMA as a board member will be coordinated 30 days before the board convenes.

2.4.4. Convene selection board, each board member will use AFIC Form 82.

2.4.5. Prepare board minutes, staff summary, and announcement message for approval by AFIC/CC or CV.

2.4.6. Provide a complete copy of the approved nomination package and the AFIC Form 82 to HQ AFIC/DPA.

2.4.7. Notify each selectee through their applicable wing or center commander or major staff office.

2.4.8. Order plaque for presentation to the winner at the awards banquet.

2.4.9. Advise HQ AFIC/PA of the winner and provide them with a copy of the nomination package.

2.5. HQ AFIC/PA will publicize the winner in command media and submit news releases to local and Air Force media.

2.6. HQ AFIC/CSP (Chief, Protocol and Ceremonies) is the OPR for:

2.6.1. Coordinating formal dinner (banquet) arrangements and presentation of awards (when applicable) with the Security Hill Company Grade Officers Council (SHCGOC).

2.6.2. Coordinating travel and billeting arrangements for IMA board members when invited to HQ AFIC.

2.7. SHCGOC is the OPR for:

2.7.1. Establishing and coordinating all CGOY Week activities. CGOY Week activities will not be held earlier than the last full week of February.

2.7.2. Announcing the banquet by worldwide message and formally inviting finalists, selectees, and their commanders to attend.

2.7.3. Coordinating travel and billeting arrangements for invited CGOY finalists and selectees.

2.7.4. Inviting the AFIC IMA of the Year to be honored at the CGOY banquet and to participate in CGOY week activities.

2.7.5. Organizing and coordinating formal banquet arrangements.

2.7.6. Coordinating the presentation of awards with HQ AFIC/CSP.

2.7.7. Ordering engraved plaque from a local vendor, using appropriated funds. At a minimum, a plaque will be provided to the command winner.

2.7.8. Preparing award packages for plaques or certificates (as appropriate) for AFIC/CC or CV approval and provide the approved award packages to HQ AFIC/CSP for presentation.

2.7.9. Coordinating all publicity with HQ AFIC/PA.

3. Nomination Criterions:

3.1. The period of the award will be 1 January through 31 December of the previous calendar year.

3.2. All nominees must:

3.2.1. Be assigned to any AFIC organization for at least 90 days during the inclusive period.

3.2.2. Be serving in an eligible grade on the last day of the inclusive period.

3.2.3. Not have received any negative quality force indicators during the inclusive period to include; unfavorable information files, entry into Phase I of the Weight Management Program, or marginal performance ratings.

4. Nomination Format:

4.1. CGOY nomination packages will include:

4.1.1. Letter of Indorsement. A letter of indorsement signed by the wing or center commander or vice commander. Submit in original and four copies.

4.1.2. Narrative. Prepare in bullet format using AF Form 1206 and submit the original with four copies.

4.1.3. Biography. Prepare the biography in the format according to AFR 900-29, attachment 1. Submit in original and four copies. Limit the biography to one single-spaced typewritten page and include:

4.1.3.1. Name, rank, and SSN (Social Security Number).

4.1.3.2. AFSC (Air Force Specialty Code), job title, brief description of duties, and significant previous assignments.

4.1.3.3. Schools attended, degrees earned, and honors receive.

4.1.4. General Information Sheet. Prepare the general information sheet according to AFR 900-29, attachment 2, and submit the original with four copies.

4.1.5. Photographs. Provide two photographs with negatives, taken in service dress uniform without headgear. The photographs must be:

4.1.5.1. One, full length, 8 inch by 10 inch (8" X 10") black and white photograph.

4.1.5.2. One, head and shoulders, 8" X 10", black and white photograph.

4.2. HQ AFIC/DPB will identify nomination requirements according to ARPC guidelines prior to nomination packages being solicited.

5. Honoring Finalists:

5.1. TDY. The finalists will be sent TDY to HQ AFIC to be honored for their achievements (if mission permits). This TDY is funded according to ESCR 170-1, chapter 4.

5.2. Awards and Honors. Commanders are encouraged to recognize their nominees for AFIC CGOY by presenting a plaque or similar type of recognition to the individual. Other forms of local recognition can include (but are not limited to):

5.2.1. Special parking privileges.

5.2.2. Trips with the commander to selected military and civilian functions.

6. Suspenses:

6.1. Nominations will arrive at HQ AFIC/DPA no later than 31 January.

6.2. HQ AFIC/DPA will request board members from HQ AFIC/DPO no later than 31 January.

6.3. HQ AFIC/DPO will appoint board members no later than 5 February.

6.4. CGOY selection board will be held no later than 10 February.

6.5. IMA selection boards will meet at the earliest possible date.

NOTE: When suspense dates fall on a weekend or holiday, the following duty day will be the new suspense date.
