ASSIGNING ENLISTED PERSONNEL TO HEADQUARTERS ESC


This regulation states policy and tells how to assign enlisted personnel to this headquarters and its staff elements on Kelly AFB. Headquarters and its staff elements are all major staff offices within HQ ESC and designated positions in the 6923 SS for duty within those offices. These procedures apply to enlisted airmen of all grades unless otherwise specified. This regulation does not apply to ESC-gained Air National Guard or Air Force Reserve units.

1. Policy:

1.1. Duty Tours. We assign:

1.1.1. NCOs (staff sergeant and above) who occupy technical sergeant thru chief master sergeant authorizations in HQ ESC staff elements (except those listed in paragraph (2)) to a stabilized tour of duty for at least 3 years in Assignment Availability Code 44 unless AFMPC pre-empts (under AFR 39-1 1). The stabilized tour begins on the date the NCO is initially assigned to the HQ ESC unit or function (see AFR 39-1 1, table 3-3).

1.1.2. NCOs (staff sergeant and above) who occupy staff sergeant authorizations in a HQ ESC element to a stabilized tour of duty for at least 2 years in Assignment Availability Code 45 unless AFMPC pre-empts (under AFR 39-1 1). The stabilized tour is 2 years from the date assigned to duties (see AFR 39-1 1, table 3-3).

1.1.2.1. The normal, stabilized tour for NCOs who occupy an authorized 7-level or higher.position on inspection or assistance teams required to travel extensively is 2 years. These NCOs are given Assignment Availability Code 50 (see AFR 39-1 1, table 3-3). When they complete their 2-year tour, these NCOs are assigned to other duties in this headquarters or at other ESC units on Kelly AFB unless a PCS is appropriate. Their tour may be extended to 3 years if they and the chief of the staff activity to which they are assigned approve.

1.1.2.2. Stabilized tours of duty for airmen below staff sergeant aren't authorized nor are they assigned. They and all other airmen not assigned to stabilized tours may request reassignment according to AFR 39-1 1.

1.2. Approval Authority. HQ AFMPC's approval is required for all assignment actions. Persons assigned to this headquarters are normally required to complete the prescribed minimum tour before actual reassignment. However, chiefs of major staff offices may recommend tour curtailments to HQ ESC/DP (include complete justification in early reassignment recommendations).

2. Responsibilities and Procedures:

2.1. Personnel Requisition:

2.1.1. The chief or representative (designated in writing) of each major staff office will be focal point for personnel requisitions.

2.1.2. The staff agency's representative will furnish a properly completed ESC HQ Form 1, Requisition for Enlisted Personnel, to HQ ESC/DPRA within 14 days of notification of the incumbent's receipt of assignment or 7 months before the end of the tour for traveling-team personnel. The appropriate major staff office or designated representative will validate the ESC HQ Form 1.

2.1.3. Upon receiving the ESC HQ Form 1, HQ ESC/DPRA will send the qualified person's career brief or incoming assignment brief, as appropriate, in a seated envelope to the requesting staff agency's representative. If a person isn't selected, the staff agency will inform HQ ESC/DPRA of the specific reasons for rejection. If required, for position orientation, a staff agency may requisition a replacement to be in place no more than 30 days before the position becomes vacant.

2.1.4. Staff agencies may state a "by-name" preference. However, the relative qualifications of the person being requested and the manning level of the command's field organizations are considered. If a "by-name" preference submitted isn't honored, HQ ESC/DPRA will inform the requesting activity of the reason for nonselection, and the staff agency may submit an alternate "byname" preference. If the staff agency doesn't have an alternate preference, HQ ESC/DPRA will use the normal, AFMPC allocated pipeline to fill the projected vacancy.

2.2. Enlisted Requirements. The possibility of using overage personnel assigned to Kelly AFB will be examined first. If none are available, the requirement will be filled with pipeline resources, (that is, oversea returnees, intercommand surpluses, or other personnel in a mandatory move status). Intracommand resources will be used to fill the requirement as a final option. Airmen selected must have an overall rating of eight or nine on their last, three performance reports.

3. Administrative Procedures:

3.1. Initial-Duty Assignments. The 6923 SS will send all initial and final allocation briefs to HQ ESC/DPRA, which will send allocation briefs to staff agencies that have sent a request to fill a valid unit manning document funded vacancy. Upon confirmation that an individual is acceptable to the appropriate staff agency, HQ ESC/DPRA will furnish the 2851 ABG (thru the 6923 SS) the required data to process the initial duty assignment.

3.2. Duty-Assignment Changes. The gaining staff agency will prepare either an AF Form 3126 or AF Form 3136, General Purpose (forms), for assignment-duty changes and send it to the 2851 ABG/DPMUM (thru HQ ESC/DPRA) for processing.

3.3. Command Policy on Personnel Being Reassigned Permanent Change of Assignment Without Permanent Change of Station From the 6948 or 6993 ESSs to HQ ESC. These persons must have their respective unit commander's concurrence.
