PICNIC SITES AND TEMPORARY FOOD FACILITIES
This instruction implements AFPD 34-1, Morale, Welfare, Recreation, and Services Programs. It establishes the procedures and guidelines for using HQ Air Intelligence Agency (AIA) park and picnic sites for social or fundraising activities. It applies to HQ AIA and all subordinate units in the AIA Security Hill area of Kelly Air Force Base (AFB). This service is available to the (JEWC) Joint Electronic Warfare Center and all non-AIA collocated units by following the procedures and guidelines provided in this instruction. It does not apply to AIA-gained Air National Guard or Air Force Reserve units.
This revision aligns the instruction with AFPD 34-1. It incorporates the requirements, information and procedures formerly in ESCR 215-2. This instruction also clarifies when reservations may be made (paragraph 2).

1. Picnic Sites and Temporary Food Facilities:
1.1. The 6960th Electronic Security Group, Services Division (6960 ESG/SV) is responsible for all picnic park sites in the AIA-area of Kelly AFB.
1.1.1. Belvedere Park is located within the secure area (Ardisana Hall, building 2000). It is a picnic site and temporary food facility. The park is available to all AIA personnel for special functions and activities on any weekday except when distinguished visitors are in the area.
1.1.2. Stapleton Park, facility 2035, is a picnic site area and temporary food facility. It has three covered pavilions with tables and portable cookers. Persons may hold social, cultural, religious, or recreational functions at any time from 0700 to 2300 daily.
2. Who May Reserve Picnic and Park Sites Areas:
2.1. All personnel, military and civilians, assigned to the Security Hill area and retired military may make reservations at anytime during the year.
2.2. All other authorized personnel not located in the Security Hill area, may call for reservations 1 week prior to the desired date. Special consideration is given to requests that require more lead time, such as those functions sending out invitations.
NOTE: Reservations are not needed for individual tables located outside the pavilions in Stapleton Park.
3. Procedures:
3.1. The 6960 ESG/SV assigns reservations for each pavilion in Stapleton Park.
3.2. Each person, unit, or organization wishing to reserve an area must accomplish the appropriate paperwork, in person, at building 2095, within 3 duty days after initial telephone reservation. Provide the following information when reserving either facility:
3.2.1. Date of event.
3.2.2. Sponsoring person, unit, or organization.
3.2.3. Site or pavilion desired.
3.2.4. Statement of understanding regarding the use, sale, and control of alcoholic beverages. According to AFR 215-7, The Control, Procurement, Sale, and Use Of Alcoholic Beverages, the sale of alcoholic beverages by other than designated services activities is prohibited. Servers of beer, wine coolers, or hard liquor are accountable for the actions of any patron who reaches or appears to be reaching the point of intoxication.
3.2.5. Name, signature, organization, and telephone number of person responsible for cleanup of the area.
4. Responsibilities and Rules. Persons, units, or organizations using the picnic sites and park must:
4.1. Remove all motor vehicles immediately after unloading and loading.
4.2. Make sure that all equipment is properly used and cared for.
4.3. Clean area after using, this includes policing grounds, cleaning tables and grills, and disposing of all trash in the provided dumpster.
4.4. Not impede vehicular or pedestrian movement outside the park area.
4.5. Not allow personal pets in the park.
4.6. Not permit firearms, including pellet and BB guns in the park area.
5. Fund Raisers. A fundraising letter must be prepared as outlined in AIAI 34-102, Fundraising Activities for fundraising activities
6. Available Equipment. Grills, ice chest, water coolers, pans, and game equipment are available from Recreation Supply, building 2095.
