MANAGING UTILITIES SUPPLYING OPERATIONS INSTALLATIONS (RCS: ESC-LEEEU(AR)6601)


This regulation defines the reporting requirements for unscheduled utilities outages and specifies data to submit for scheduled utilities and operations outages at ESC operations installations. This regulation does not apply to ESC-gained Air National Guard or Air Force Reserve units.

Corrected copy of ESC REGULATION 91-1.

This revision changes the RCS: ESC-DEM(AR)6601 report to RCS: ESC-LEEEU(AR)6601 thruout the regulation and makes all other office symbol changes brought about by the ESC reorganization and merger of Logistics (LG) and Engineering and Services (DE) to Logistics and Engineering (LE). It also clarifies the definition of utilities.

1. Terms Explained:

1.1. Operations Installations. Installations containing mission or communications equipment which support ESC missions.

1.2. Scheduled Operations Outage. An outage of a utility system planned in advance that may or will result in a mission or communications outage.

1.3. Unscheduled Operations Outage. An unforeseen failure of either an entire utility system or a component.

1.4. Utilities. A system which supports or protects an ESC mission; for example, electrical (primary and backup power), mechanical (heating, ventilation, and air-conditioning), fire, or security alarm system.

2. Who Submits Reports. The engineering manager (EM) or an appointed representative at all ESC squadrons and groups will prepare the required reports.

3. When To Submit Unscheduled Operation or Utility Outage Reports. Assign RCS: ESCLEEEU(AR)6601 to unscheduled outage reports. Within 24 hours of an unscheduled operations or utility outage, send a Routine message to HQ ESC/LEEEU with an information copy to HQ ESC/DOOO/LEMG when:

3.1. A major, mechanical equipment item or component supporting operations fails and results or could result in:

3.1.1. An operations outage.

3.1.2. Downtime for the failed equipment or component exceeding 24 hours.

3.2. Electrical power is not available for technical or utility operations.

3.3. An unreported scheduled outage lasts over 15 minutes.

3.4. There is a major component failure in either the securitv or fire alarm system.

NOTE: If all related information is not available when sending the initial report, send a followup report within 48 hours. Also, if the host base's civil-engineering office submits an outage report to its MAJCOM, be sure the Base Civil Engineer sends an information copy to HQ ESC/LEEEU. This will meet the requirements of the RCS: ESC LEEEU(AR)6601.

4. How To Prepare an Unscheduled Utilities or Operations Outage Report: (See attachment 1.)

4.1. What, Where, and Why of Outages. In the report:

4.1.1. Identify the failed facility and the location of the failure. For example:

4.1.1.1. Non-ESC power supply, "off station" or "on station" (that is, outside or within ESC's jurisdiction).

4.1.1.2. Base-generated prime power in the power plant or in the distribution system supporting ESC facilities.

4.1.1.3. Base-generated emergency power from an ESC-dedicated standby powerplant.

4.1.1.4. ESC-generated emergency power from ESC-dedicated emergency generators.

4.1.1.5. No-break power (uninterruptible power supply).

4.1.1.6. Air-conditioning.

4.1.2. Identify the function affected (for example, all of communications operations).

4.1.3. Give the cause of the failure (such as equipment malfunction or operator error).

4.2. When Outage Occurred. Give the date-time group (DTG) when the utilities outage occurred (use Greenwich mean time).

4.3. End of Outage:

4.3.1. Indicate the DTG that the utilities were or would be restored to service and whether by normal or emergency means.

4.3.2. Account for the corrective action taken:

4.3.2.1. If emergency support was available and used, so state and describe any unusual actions required.

4.3.2.2. If emergency support was either not available or not used, explain fully the cause for the delay in supporting the mission.

4.4. Action Taken To Prevent a Recurrence. State the action taken to prevent a recurrence of the same type of outage.

5. Special Conditions. This regulation does not delete the requirement to coordinate all scheduled outages with mission management. Exemptions to this report are

5.1. Outages for planned, recurring maintenance (see paragraph 6). Coordinate this type of outage with mission management at least 10 days before the outage. Do not initiate the outage until NSA approves it. This work is:

5.1.1. HQ ESC/LEM-Approved Work. Work approved by HQ ESC/LEM to install, maintain, and modify bus ducts serving mission equipment within the operations building.

5.1.2. Testing Backup Facilities. Outages caused by allowing regular testing of backup facilities.

5.2. Scheduled outage less than 15 minutes (see paragraph 3.3).

6. Planning for Scheduled Outages. Before initiating a request for an outage expected to last more than 15 minutes, a unit having operational control over its utilities should study the problem in depth to be sure that the minimum amount of time is requested. The unit will then prepare a work plan which includes:

6.1. An outline of planned actions described in sequence.

6.2. Allocation of personnel.

6.3. Times required for each sequence.

6.4. A contingency plan for reactivating the utilities if unforeseen problems arise.

7. Submitting Requests for Scheduled Operations Outages. Submit the request for a scheduled operations outage to NSA with an information copy to HQ ESC/LEEEU/DOO/SC/LEM. Include the date, time, and proposed duration of the outage and the information required by paragraph 6, ensuring that it reaches this headquarters no later than 15 days before the outage.

NOTE: If the work scheduled for an outage is not completed within the time granted by NSA, submit an unscheduled operations-outage report.
