REAL PROPERTY MANAGEMENT
The following publications contain information pertinent to Air Force or AFIC real property and should be consulted for detailed program development: AFR 11-4, AFR 85-2, AFR 86-1, Vol I, and AFR 88-15; DIAM 50-3; AFICR 85-3, AFICR 85-10, AFICR 86-3, AFICR 91-1, AFICR 91-6, and AFICR 92-1; AFICP 123-85-1, and AFICP 123-92-1.
This regulation prescribes the Engineering Manager's (EM) position for Air Force Intelligence Command (AFIC) units; lists general duties and responsibilities of the commanders and EMs at AFIC units; tells how to manage real property facilities, and initiate facilities maintenance, repair, and minor construction requirements. It applies to all AFIC units except AFIC-gained Air National Guard and Air Force Reserve units.

1. Responsibilities:
1.1. Each unit commander will:
1.1.1. When a full-time Air Force Specialty Code (AFSC) 555XO (EM) is authorized, set up the position in functional code 4430 with DER as the office symbol.
1.1.2. When a full-time EM, AFSC 555XO, is not authorized, assign these responsibilities to an individual as an additional duty. These duties may also be assigned to more than one individual if there is local published guidance which clearly defines each one's responsibilities.
1.1.3. For each facility assigned to the unit, appoint a facility manager and an alternate. Do not assign these duties to the EM.
1.1.4. Act as the EM's reporting official or functionally assign the EM to the Logistics Branch (LG), Programs and Resources group (PR), or Mission Support unit (MS). In such cases, the LG, PR, or MS will be the EM's reporting official.
NOTE: When the EM function has been assigned as an additional duty, the EM may continue to report to the regularly assigned supervisor.
1.1.5. Ensure the EM is given administrative support (including typing and maintaining files and publications).
1.1.6. Represent the unit at the host base's facilities board and facility working group; and, ensure AFIC's work requirements are adequately identified, presented, and supported to achieve the highest level of host or command support consistent with other base requirements.
1.1.7. Ensure the unit's real property is used and maintained according to established regulations and policies of the Air Force, AFIC, and the host base.
1.2. The unit Engineering Manager (EM) will:
1.2.1. Be the unit commander's focal point for all civil-engineering matters with the host-base civil engineer and higher headquarters.
1.2.2. Coordinate maintenance, repair, and construction projects.
1.2.3. Ensure each unit facility manager receives training according to local procedures. The host-base civil engineers conduct this training. If this training does not cover all the units requirements, the EM will develop and administer supplemental facility manager training.
1.2.4. Ensure the respective facility managers inspect each facility at least quarterly.
1.2.5. Assist unit facility managers when a civil engineering work or processing problem has not been resolved to their satisfaction. The EM will brief the unit comanders, if their involvement is required.
1.2.6. Review all AF Forms 332, Base Civil Engineer Work Request, or local equivalent; annotate the coordination block to ensure:
1.2.6.1. The work request fulfills the stated requirement and complies with civil engineering work request procedures and guidance.
1.2.6.2. The request does not duplicate previously requested work.
1.2.6.3. Requested work is compatible with longrange plans.
1.2.6.4. Justification is thorough and appropriate.
1.2.6.5. Work requiring HQ AFIC validation or approval is forwarded accordingly.
1.2.7. Ensure compliance with AFICR 86-3.
1.2.8. Record in a log of local design, status records of all minor construction work identified on AF Forms 332 and all DD Forms 1391C, Military Construction Project Data, or the equivalent host-base forms.
1.2.9. Provide facility board minutes, as required, to HQ AFIC/LEEP (Engineering Programs Division).
1.2.10. Maintain site plan drawings, floor plan drawings, and utility drawings, as necessary, to monitor ongoing projects and facilities programming. Maintain accessibility to civil-engineering drawings of the host base and provide higher headquarters facilities drawings, as required, for project designs and program development.
1.2.11. As applicable, provide "as built" drawings to host civil engineers or higher headquarters to allow updates to master drawings.
1.2.12. Review Host Tenant Support Agreement (HTSA) and interservice support agreements, provide civil engineering comments, and keep a file copy of the civil engineering functional area.
NOTE: When sensitive compartmented information (SCI)-cleared craftsmen are required and justifiable, include this in the agreement.
1.2.13. Be the primary point of contact for all civil engineering related items of Classified Destruction Equipment (CDE) (except portable models). (See AFICR 91-6.)
1.2.13.1. Report all CDE outages to HQ AFIC/LEEE (Systems Engineering Division) according to AFICR 91-6.
1.2.13.2. Ensure proper training is provided to operate CDE. Supplement the training package provided by HQ AFIC/LEEE to satisfy local conditions.
1.2.13.3. Establish and manage (with the unit LGM's assistance) the spare parts and special levels for CDE equipment according to HQ AFIC/LEEE guidance.
1.2.13.4. Ensure CDE is maintained according to the manufacturer's recommendations and HQ AFIC/ LEEE guidance. When necessary, include this maintenance in the civil engineering functional area of the HTSA.
1.2.14. Coordinate and report all utilities outages according to AFICR 91-1.
1.2.15. Act as the unit's OPR (office of primary responsibility) to ensure its real property and appropriate equipment are identified for inclusion in the host's recurring maintenance program. Problem areas should be brought to the attention of the host's civil engineering superintendents.
1.2.16. Prepare and submit requests for Mobile Engineering Alteration and Repair (MEAR) team projects according to AFICR 85-10.
1.2.16.1. Track all phases of MEAR team project development and assist design efforts by providing drawings, measurements, utilities data, or other information as required.
1.2.16.2. Monitor all Bill-Of-Material (BOM) actions for MEAR team project materials:
1.2.16.2.1. Receive and account for all BOM shipments for MEAR projects.
1.2.16.2.2. Acquire adequate storage space to secure and stor all BOM or other MEAR project materials out of the weather.
1.2.16.2.3. Acknowledge all materials shipments, by message, within 5 days of receipt; include the TCN (Transaction Control Number), number of parcels, and annotate any damaged or missing items.
NOTE: Crates need not be opened or inventoried unless they appear to have been damaged or opened (possibility of missing items).
1.2.17. Assist the unit commander and watch for dates and times of host-base facilities board and facilities working group meetings; attend these functions with the commander to ensure unit requirements are adequately identified, presented, and supported to achieve the highest level of hostcommand support consistent with other base requirements.
1.2.18. Keep a continuity folder. This will help others perform the EM's functional duties when the individual is absent or assignment of a successor is prolonged. Include at least the following in the continuity folder.
1.2.18.1. Current status of projects and workorders or list the location of this information.
1.2.18.2. Copies of local regulations and operating instructions or procedures dealing with the EM's function.
1.2.18.3. Training materials (CDE and other equipment or systems, as applicable).
1.2.18.4. Listings of recommended CDE spare parts.
1.2.18.5. Status of CDE spare parts or list the location of this information.
1.2.18.6. Listing of unit facility managers and their telephone numbers.
1.2.18.7. Listing of base civil engineers and other points of contact (include names and telephone numbers of key personnel).
1.2.19. Maintain project folders of all pending AF Form 332 or DD Form 1391C type projects. Include all pertinent message traffic, drawings, and statements of work as appropriate. Facility folders for unit facilities are optional for the EM. The EM must ensure facility managers maintain a facility folder with workorder and job order control logs as well as customer copies of all written work requests.
1.2.20. Provide HQ AFIC/LEEP the EM duty and emergency telephone numbers (home telephone number, if available). Update this information when it changes.
1.2.21. Prepare, coordinate, and submit requests for facility project funds; monitor status of facility project funds provided to ensure their timely obligation, and provide design and project status to HQ AFIC/LEEP for use in preparing and defending unfunded requirements and year-end contract program.
