WORK-APPROVAL REQUIREMENTS FOR ESC TENANT ACTIVITIES
This regulation outlines policies and procedures related to HQ ESC requirements for approving civil engineering work. It applies to offices assigned civil-engineering responsibilities at ESC tenant units. This regulation does not apply to the Air National Guard and Air Force Reserve units.

1. Definitions:
1.1. Civil Engineering Work and Work Classification. Work is the effort expended in the care, upkeep, construction, and improvement of Air Force real and installed property. It is subdivided into the following classifications:
1.1.1. Class M (Maintenance). The recurrent, day-to-day, periodic, or scheduled work required to preserve a real-property facility.
1.1.2. Class R (Repair). Restoration of a real-property facility, or components thereof, to such condition that it can be used effectively for its designated purpose by overhaul or replacement of parts or materials that have deteriorated by action of the elements or wear and tear in use which cannot be corrected by maintenance.
1.1.3. Class C and MC (Construction and Minor Construction). Work required to erect, install, or assemble a new facility; an addition to, alteration, expansion, extension, conversion, or replacement of an existing facility; and relocation of existing facilities and installed equipment. It includes rearranging or providing interior built-up partitions and installing or rearranging airconditioning and interior utility systems. In general, the tenant command (ESC) must fund all work in this category costing over $2,000.
1.1.4. Class RP (Renovation Projects). Combines Class M, Class R, and Class MC work into one classification. This allows for a single project to restore and alter the interior of an existing building to current standards. The total project cost cannot exceed $lM and the MC portion cannot exceed $200K. (See 10 U.S.C. 2810-SAFO 700.15.)
1.2. Validation. Validation of a project recognizes that there is a legitimate, justifiable requirement for the project. It implies intent to fund within a specific year, if and when funds become available.
1.3. Approval. Project approval means that the methods and the estimated cost described in the work-approval documents are approved.
1.4. AF Form 332, Base Civil Engineer Work Request. The form used to identify requirements for any construction work.
1.5. DD Form 1391, Military Construction Project Data. The form prepared by host base civil engineer (BCE) for work to be performed by contract or for work which exceeds the base commander's approval authority.
2. Work Requiring HQ ESC Approval. HQ ESC approval is required for some work on certain facilities because of the unique technical, functional, and security problems associated with these facilities. HQ ESC approval must be obtained before final approval by host BCE for work authorization and expenditure of funds for:
2.1. ESC tenant units functioning as cryptologic hosts, HQ ESC must approve all:
2.1.1. Minor construction work (including alterations) costing more than $2,000 in the following facilities:
2.1.1.1. ESC operations facilities and operations training buildings.
2.1.1.2. Other special intelligence (SI) areas (vaults, secure areas, restricted areas). within the fence or boundary and the area within 30 feet outward of a restricted fence or boundary.
2.1.1.3. Mechanical and utility plants, fire and intrusion detectors and alarms, or systems supporting the preceding ESC facilities.
2.1.1.4. Document destruct systems (DDS) and incinerators.
2.1.2. Minor construction or repair, regardless of cost, which could affect the following features of the preceding facilities:
2.1.2.1. Safety and security features such as fencing, lighting, alarm systems, or entrycontrol facilities directly servicing the preceding ESC facilities.
2.1.2.2. Environmental features such as construction of partitions which adversely affect air-conditioning zones or lighting.
2.2. All ESC tenant units (including those functioning as cryptologic host), ESC must approve all work to be funded with command resources.
2.3. For all work costing more than $2,000 on antenna-support structures, HQ ESC must approve to ensure that the receiving capability of the antennas will not be affected by any materials used. HQ ESC must approve any work, regardless of cost, that uses materials not specified in applicable technical orders. See ESCR 85-3.
3. Procedures for Obtaining ESC Validation and Approval:
3.1. Annually, units will submit to HQ ESC/LEEP a list of all known work requirements to be completed within 2 fiscal years following the budget year.
3.2. HQ ESC/LEEP will review each submission and will advise the units of the work requirements considered valid by this headquarters.
3.3. Upon receiving its validated program, each unit will submit a list of its requirements to the host BCE according to local procedures. After the BCE has processed the work-approval documents (normally either a DD Form 1391 or AF Form 332), the unit will forward copies to HQ ESC/LEEP. This headquarters will then review the functional, technical, security, and cost aspects of the proposed work, approve or disapprove the projects, and return the disapproved documents or projectapproval document. Upon receiving document approval from HQ ESC, the unit will advise the host BCE to proceed with local work approval and authorization.
3.4. For urgent work requirements which cannot wait for inclusion in the next annual submission, units will identify requirements to HQ ESC/LEEP for out-of-cycle validation and approval action.
4. Funding. If a project requires ESC funding, forward the request for funds according to ESCR 170-1. Aggressive monitoring and regular followup with the host BCE is essential to ensure that work is completed on time.
5. Non-Air Force Bases. Follow host service regulations and procedures for programming, then obtain approval from ESC.
6. Mobile Engineering Alteration Repair (MEAR) Team. See ESCR 85-10 for requesting MEAR Team assistance.
