COMMAND EQUIPMENT MANAGEMENT TEAM (CEMT)
This regulation tells the composition of the CEMT: defines the responsibilities for conducting equipment-management surveys of all organizations under this command, and implements provisions of AFM 67-1, Volume IV, Part One, Chapter 7, and ESCR 67-1, Volume IV. The scope of these surveys includes requirements validation and records purity for all types of nonexpendable equipment items required by organizations, including Special List of Equipment, Special Purpose Recoverable Authorized Maintenance, and Communications-Computer Systems (C-CS) equipment. See AFM 67-1, Volume IV, Part One, Chapter 4, for exempted categories of equipment. This regulation applies to ESC-gained Air Force Reserve units.

1. CEMT Membership. The CEMT normally consists of three to six members including the team chief (AFSCs 64XX and 304X). HQ ESC's Director of Supply and Transportation (LES) determines the membership requirements for supply supervisors, specialists, and technicians for each unit to be surveyed. Divisions may be tasked to provide augmentation (64570 and 30474) to the CEMT for their divisional units.
2. Responsibilities:
2.1. HQ ESC/LES will:
2.1.1. Conduct onsite equipment management surveys of all ESC units approximately once every 2 years. Surveys may be done more or less often depending on size and condition of the equipment accounts. The ESC unit, its division, and the unit's host-base supply will be notified 30 to 45 days before the start of the CEMT (90 days for Reserve units). The team will use Custodian Authorization/Custody Receipt Listings (CA/CRLs), Tables of Allowance, ESC Position Equipment Table (PET)/Master Program-related computer products, and supply related publications in the surveys. The computer products are:
2.1.1.1. PCN L0137CU, Command Mission Equipment Master Authorization List.
2.1.1.2. PCN L0122BS, Organization Mission Equipment Requirements.
2.1.1.3. PCN L0108HP, PET Master List.
2.1.1.4. PCN B0121AV, ESC Master Program.
2.1.2. Obtain from the host base chief of supply copies of ESC unit's CA/CRLs for presurvey desk-top review and for onsite survey.
2.1.3. Prepare and maintain survey checklists for CEMT use.
2.1.4. Prepare a formal report of each survey and maintain followup action (when necessary) on each discrepancy or problem noted to make sure that appropriate action is taken.
2.1.5. Submit budget planning to be sure that adequate funds are available to support CEMT activities.
2.1.6. Request the appropriate staff agency provide specialized skills when these skills are not assigned to LES and are needed to review and validate equipment requirements of the unit to be visited. Requests will include:
2.1.6.1. Date and time specialists are to report to LES for briefing and special instructions.
2.1.6.2. Units to be visited (inclusive dates of the visit).
2.1.6.3. Function to be surveyed.
2.2. Other staff agencies will:
2.2.1. Select specialists or technicians qualified in the area to assist the CEMT when requested by LES.
2.2.2. Provide LES the names of selectees.
2.2.3. Advise selectees of the date and time to report to LES for briefing and special instructions.
2.3. Units will:
2.3.1. Provide the CEMT with adequate working area.
2.3.2. Have primary and alternate property custodians available to assist the team during the visit and have a primary or alternate custodian for the and Reserve units.
2.3.3. Provide administrative and typing support to the team during the visit, when required.
2.3.4. Provide a reproduced copy of each PET (L0137CU/L0122BS/L0108HP) and ESC -Master Program (BO 1 2 1 AV) product.
2.3.5. Obtain from the host base chief of supply copies of unit's CA/CRLs, including C-CS accounts, dated within 7 working days of the start of the visit (15 working days for the and Reserve units). Listings and labels will be in detail document number sequence.
