CENTRALIZED ANTENNA TEAM (CAT)

This regulation prescribes basic policies, responsibilities, and procedures for managing centralized antenna teams (CAT), their assets, and related maintenance resources within the European Electronic Security Division (EESD) and Pacific Electronic Security Division (PESD). It applies to all units authorized CATs and those units receiving support from these teams. It does not apply to Electronic Security Command (ESC)-gained Air National Guard or Air Force Reserve units.

Requires HQ PESD and HQ EESD to obtain approval from HQ ESC/LEMG before publishing a supplement to this regulation (para 2.2.9.). Deletes the requirement for HQ PESD and HQ EESD to provide feedback to HQ ESC/LE on all depot-level maintenance schedules and emergency requirements. Expands the requirements of the CAT maintenance training plan (para 2.3.4.). Requires CAT to assist with annual antenna-support structure inspections as required (para 2.3.6.). Defines responsibilities of units supported by CAT (para 2.5.). Requires units supported by CAT to procure and maintain an in-place CAT tool kit to include all tools identified by the division (para 2.5.2.). Requires units supported by CAT to supplement unit bench stocks with emergency supplies, parts, and materials required to perform PMIs (para 2.5.4.). Requires units supported by CAT to schedule annual antenna-support structure inspections to coincide with scheduled CAT visits to the maximum extent possible (para 2.5.5.).

1. Concept. The CAT concept provides a maintenance capability for all radio antenna systems, including transmission lines, where organic maintenance capability does not exist.

2. Responsibilities:

2.1. HQ ESC/LEMG (Ground Systems Maintenance Division) will provide guidance and assistance, as required, to standardize and improve the capability of the centralized antenna teams.

2.2. HQ PESD and HQ EESD will:

2.2.1. Budget funding for CAT temporary duty (TDY).

2.2.2. Provide units, within their area of responsibility, a 24-hour single point of contact for obtaining emergency or unscheduled maintenance assistance.

2.2.3. Establish procedures for units within the division to request scheduled, unscheduled, and emergency maintenance from the CAT.

2.2.4. Provide guidance, support, and assistance as required to enable the teams to perform their mission and ensure that teams are deployed in a timely manner once requirements are known.

2.2.5. Make sure centralized antenna teams are not used to perform staff functions.

2.2.6. Make sure regulations, supplements, and operating instructions, as necessary, are developed to include such items as:

2.2.6.1. Pre- and post-deployment procedures.

2.2.6.2. In- and out-briefings to either the chief of logistics or the commander of the supported unit.

2.2.6.3. Coordinating required downtime with appropriate agencies.

2.2.6.4. Transportation and billeting guidance to include emergency situations.

2.2.6.5. Accountability and care of tools and equipment.

2.2.7. Maintain continual awareness of team status; for example, location, team size, emergency contact point, and estimated return date.

2.2.8. Establish a preventive-maintenance inspection (PMI) schedule for CAT and prioritize rehab work along with PMI visits.

2.2.9. Supplement this regulation to include specific areas of responsibility. Obtain approval from HQ ESC/LEMG before publishing a supplement.

2.3. CATs will:

2.3.1. Provide scheduled and unscheduled maintenance within their geographical areas of responsibility.

2.3.2. Perform PMIs on equipment within their area of responsibility according to an approved schedule.

2.3.3. Use an antenna-maintenance safety checklist before and during all maintenance actions for both scheduled PMIs and emergency or unscheduled actions.

2.3.4. Develop an antenna-maintenance training plan which includes all of the antenna types and associated hardware for which the CAT has responsibility.

2.3.5. Maintain proper state of readiness; for example, shot records and passports.

2.3.6. Assist units supported by CAT during annual antenna support structure inspections as required.

2.4. The CAT host unit chief of logistics will:

2.4.1. Align and manage the team as an independent deployable workcenter using principles outlined in ESCR 66-7.

2.4.2. Respond to tasking as established by the responsible division.

2.4.3. Publish an operating instruction defining the responsibilities of the CAT at the home station.

2.5. Units supported by CAT will:

2.5.1. Budget for any heavy-duty equipment required by the CAT at the unit.

2.5.2. Procure and maintain an in-place CAT tool kit which will include all tools identified by the division.

2.5.3. Establish a secure storage location for the in-place CAT tool kit.

2.5.4. Supplement unit bench stocks with emergency supplies and those parts and materials required to perform PMIs.

2.5.5. To the maximum extent possible, schedule the annual antenna support structure inspection required by ESCR 85-3 to coincide with scheduled CAT visits.
