KEY PERSONNEL STATUS

This instruction implements AFPD 10-2, Readiness. It establishes procedures and guidelines for the SENSOR KEEPER Program. It requires commanders and key personnel to inform the Air Force Information Warfare Center, Operations Support Central (AFIWC/OSC) of their whereabouts whenever they depart their duty location on temporary duty (TDY) or leave. It also requires commanders and key personnel to provide the identification of their alternates. This instruction explains the HQ Air Intelligence Agency (AIA) SENSOR KEEPER data base and provides instructions for keeping data current. This instruction does not apply to AIA-gained Air National Guard or Air Force Reserve units.

This revision aligns the instruction with AFPD 10-2. It changes information formerly found in AFICR 55-17, Availability of Commanders, and changes Air Force Intelligence Command to Air Intelligence Agency. It deletes the requirement for the Chief of Staff to approve concurrent absences of key personnel, and deletes administrative references for submitting messages.

1. SENSOR KEEPER Program. This program informs the Commander (AIA/CC) of the location of key personnel in the agency and is normally briefed at the Thursday morning staff meeting. The term "key personnel" refers to the following positions: CC, Vice Commander (CV), Technical Director (CA), Chief, Executive Services (CCS), Senior Enlisted Advisor (CMS), Director of Operations (DO), Director of Plans (XP), Director of Logistics and Engineering (LE), Director of Communications-Computer Systems (SC), Director of Personnel (DP), Financial Management and Comptroller (FM), Inspector General (IG), Staff Judge Advocate (JA), Director of Reserve Affairs (RE), Office of the Chaplain (HC), and Office of the Surgeon (SG).

1.1. Wings, centers, and groups must report the status of their commanders. Leave and TDY data for these individuals must reflect the next 2-week period and the OSC must receive this data each week no later than 1200, Wednesday. If not, the briefing slide will show an entry indicating nonreceipt.

1.2. The report must include the inclusive dates, destination, purpose of the absence, and the name of the designated alternate. Negative reports are required. When plans change, provide the new data as soon as possible to AFIWC/ OSC, Defense Switched Network (DSN) 969-2191 or commercial (210) 977-2722. Subordinate organizations can track their own key personnel.

2. Key Personnel Data Base:

2.1. All AIA units (major staff offices, wings, centers, groups, squadrons, flights, detachments, and operating locations (OL)) will provide a listing of their commanders (or noncommissioned officer in charge in the case of some detachments and OLs) to AFIWC/OSC once every quarter, to arrive no later than the 25th of December, March, June, and September.

NOTE: The term "key personnel" used in this data base differs from the term used for the weekly briefing requirement under the SENSOR KEEPER program.

2.2. Subordinate AIA organizations (centers, groups, and wings) may consolidate information on their units and forward it as previously stated or by message to: AFIWC KELLY AFB TX/OSC//. Organizations must provide the following information:

2.2.1. Duty and residence telephone numbers (DSN or commercial).

2.2.2. Preferred first names of individual and spouse.

2.2.3. Pager or cellular telephone numbers, if applicable.

2.2.4. Organization's 24-hour point of contact telephone number, secure and nonsecure.

2.2.5. Facsimile telephone numbers (secure and nonsecure).

3. Responsibilities. The AFIWC/OSC will maintain and update the SENSOR KEEPER data base and electronically disseminate the validated information to AIA units worldwide by MILNET (military network), local area computer networks, or surface mail to those units without access to either of these electronic means. After receiving the input, the data will be available to the agency by the 15th of the month. Other responsibilities include:

3.1. HQ AIA/DP will notify the OSC of changes in key personnel positions.

3.2. HQ AIA/XP will verify information concerning unit location and name changes, and notify the OSC as soon as possible of unit activation or inactivation.

3.3. HQ AIA/IM (Office of Information Management) will print SENSOR KEEPER hard copy reports as needed.

3.4. Each office listed in the published directory will be responsible for currency of their data. Data that changes at times other than the normal quarterly updates must be communicated as soon as possible to the AFIWC/OSC.

NOTE: If there is an error for your organization, contact the OSC so the information can be updated. Direct questions concerning the SENSOR KEEPER data base to the OSC.

4. AIA/CC and AIA/CV Movement Notifications. The AFIWC/OSC must be aware of the location of the CC and CV when they are TDY. AIA units must notify the OSC by the most expedient means available upon arrival and departure of the CC and CV and include any itinerary changes in the report.
