This regulation explains what mission directives are, who uses them in ESC, and how to request changes. It implements AFRs 26-2 and 23-22.

ESC mission directives provide an authoritative base for all unit actions. the mission of the unit, and the internal organization authorized for use by the unit. Unit mission directives are published in the 23 series of ESC regulations.
The Director, Manpower and Organization (XPM), HO ESC, is responsible for developing, issuing, and maintaining a current file of all unit mission directives for all ESC units at squadron level and above. HQ ESC/XPM coordinates directives and all requested changes with the major staff offices at HO ESC to ensure that they are current, complete, and consistent with other USAF and ESC directives including those on unit mission and internal organization.
HQ USAF recognizes published unit mission directives (23 series ESC regulations) as the approved organizational structure of the specific units and therefore must normally approve any change thereto.
The HQ ESC staff functional manager or, as appropriate, the ESC unit sends requests for changes to HQ ESC/XPM when the mission changes or a change from the standard organization of a unit is required. Include:

HQ ESC/XPM will process the request and advise the requesting activity of final actions.
