AIR FORCE SPECIALIZED COMMAND, CONTROL, COMMUNICATIONS
AND COMPUTER (C4) SYSTEMS SECURITY PUBLICATIONS
This is the initial publication of Air Force Instruction (AFI) 33-206 which implements Air Force Policy Directive (AFPD) 33-2, C4 Systems Security, and prescribes the Air Force specialized command, control, communications, and computer (C4) systems security publications program. It applies to all Air Force military and civilian personnel and Air Force contractors who develop, use, operate, or manage Air Force C4 systems. Commands will not supplement Air Force specialized C4 systems security publications. 1. Responsibilities:
1.1. Headquarters United States Air Force, Deputy Chief of Staff, Command, Control, Communications, and Computers, Plans and Policy Division (HQ USAF/SCXX) exercises functional control over all Air Force C4 systems security publications, and certifies and approves all departmental C4 systems security publications.
1.2. HQ AFC4A, C4 Systems Security Division (HQ AFC4A/SYS) performs the responsibilities outlined in AFPD 33-2 and:
1.2.1. Develops and publishes specialized C4 systems security publications.
1.2.2. Reviews each National Security Telecommunications and Information Systems Security Committee (NSTISSC), National Institute for Standards and Technology (NIST), Department of Defense (DoD), and National Security Agency (NSA) C4 systems security policy directive, instruction, and memorandum for Air Force applicability; and provides recommendations to HQ USAF/SCXX on the need for, and type of standard or specialized C4 systems security publication needed to implement specific policy and procedures directed by these organizations.
1.2.3. Determines the method of identifying and numbering specialized C4 systems security publications.
1.2.4. Prepares and sends to Secretary of the Air Force, Publishing Division (SAF/AAIP) announcements for the Air Force Publishing Bulletin (AFPB) of new or revised publications indexed in Air Force Index (AFIND) 5, Numerical Index of Air Force Specialized Command, Control, Communications, and Computer (C4) Systems Security Publications.
1.2.5. Prepares AFIND 5 at least semiannually (January and July), and sends diskette to SAF/AAIP for composition and distribution.
1.2.6. Develops advisory and informational Air Force specialized C4 systems security publications and specialized communications security (COMSEC) publications, except the publications described in paragraph 2.2. The publications will reflect the current authentication element of HQ USAF DCS/Command, Control, Communications, and Computers (HQ
1.2.7. Uses the standard format prescribed in AFI 37-160, Volume 1, The Air Force Publications and Forms Management Programs--Developing and Processing Publications, for all Air Force specialized C4 systems security publications and specialized COMSEC publications it develops.
1.2.8. Establishes, maintains, and disposes of record sets as required by AFI 37-160, Volume 1 and Air Force Manual (AFMAN) 37-139, Disposition of Records--Standards (formerly AFR 4-20, Vol 2).
1.3. 2. Air Force Specialized Command, Control, Communications, and Computer Systems Security Publications. The four categories of these publications implement C4 systems security policies, directives, instructions, standards, guidance, and technical information issued by the NSTISSC, NIST, DoD, NSA, and the Air Force, which are inappropriate for inclusion in standard Air Force publications. There are:
2.1. Specialized COMSEC Publications. These publications are distributed in two ways: through the publishing distribution office (PDO) system or through the COMSEC material control system (CMCS). CMCS publications apply to people operating or maintaining specific cryptologic systems and have short titles derived from the cryptologic nomenclature system developed by NSA. They are indexed in AFKAG-11, AFKAG-12, AFKAG-13, AFKAG-14, and AFKAG-15, and distributed through the CMCS. AFIND 5 indexes the publications distributed through the PDO. Specialized COMSEC publications include:
2.1.1. Status and Index Publications. These publications list and provide classification, controlling authority, special handling, and status information (effective and supersession dates, where applicable) of COMSEC keying systems and general COMSEC publications. The classified publications are identified by the short titles "AFKAG-11, AFKAG-12, AFKAG-13, AFKAG-14, and AFKAG-15". SA-ALC/LTMK is responsible for maintaining and keeping these classified publications up-to-date. Unclassified publications indexed in AFIND 5 contain guidance about specific systems along with current security policy.
2.1.2. Keying Materials. These include codes, authentication systems, one-time pads, and other cryptographic keying materials. There are many types of short titles in this group (e.g., AKAA, AKAC, AKAK, USKAK, USKAT, etc.). NSA creates these materials and distributes them through the CMCS.
2.1.3. USAF Voice Callsign Publications. These include voice callsign lists and instructions and have the short title "AFKAI." Voice callsign procedures are in AFI 33-217, US Air Force Callsign Program (formerly AFSSI 8200). NSA creates these materials and distributes them through the CMCS.
2.1.4. Maintenance and Modification Publications.
These supplement equipment maintenance instructions or provide directions for modifying equipment. They have the short title "AFKAM," "AFKAD," or "AFSAM." NSA creates these materials and distributes them through the CMCS.
2.1.5. Cryptographic Operating Instructions. These contain operating instructions for cryptosystems and have the short title "AFKAO." NSA creates these materials and distributes them through the CMCS.
2.2. Miscellaneous Specialized Communications Security Publications. These cover specific subject areas which are not adaptable to other COMSEC publications. NSTISSAM COMSEC/93-1, Nomenclature for Communications Security Material, determines the title and number of these publications. HQ AFC4A develops them and the PDO system distributes them. They will follow the format prescribed by AFI 37-160, Volume 1.
2.3. Specialized TEMPEST Publications. These provide instructions and information. They include Air Force documents and documents originating from the NSTISSC and other agencies. AFIND 5 indexes the publications and they are distributed through the PDO.
2.4. COMSEC Engineering Systems Documents. These provide information to aid systems designers and planners in implementing and integrating COMSEC equipment into C4 systems. They have the short title "CSESD." AFIND 5 indexes them but they are only available by special request from SA-ALC/LTMK, 250 Hall Boulevard, Suite 311, San Antonio TX 78243-7060.
3. Revisions to Specialized Command, Control, Communications and Computer Systems Security Publications. If needed, HQ AFC4A will issue interim message changes (IMC) or emergency message changes (EMC)(see guidance in AFI 37-160, Volume 1, paragraphs 3.54 and 3.55). HQ AFC4A will integrate message changes into the next revision of the publication. Users must refer to appropriate indexes to ensure they have the current publications.
4. Ordering Specialized Command, Control, Communications, and Computer Systems Security Publications. Requisition publications delivered through the CMCS from the installation COMSEC manager. The Air Force COMSEC Central Office of Record (COR) at SA-ALC/LTMK keeps stocks of these items. Requisition publications delivered through the servicing PDO from the organizational customer account representative (CAR). The Air Force Publishing Distribution Center (AFPDC) keeps stocks of these items.
5. Handling Classified Material. Handle and label all classified documents according to AFPD 31-4, Information Security, and AFI 31-401, Managing the Information Security Program.
