INDUSTRIAL SECURITY

1. Some Air Force contracts require access to classified information. The Air Force must provide guidance to its contractors on how to mark, transmit, and safeguard this information. Classified information will not be provided to industry except as permitted by this directive.
2. Security classification guidance and protection requirements for classified material will be included in Air Force contracts requiring access to classified information.
3. The Office of the Secretary of the Air Force and Headquarters US Air Force, Chief of Security Police (HQ USAF/SP) are responsible for policy, resource advocacy, and oversight of the Air Force Industrial Security Program.
4. Commanders are responsible for establishing industrial security programs for their commands. Installation commanders will decide whether or not to clear on-base contractor operations, document the decisions, and ensure necessary oversight is accomplished.
5. The Assistant Chief of Staff for Intelligence (ACSI) is responsible for managing Sensitive Compartmented Information contracts.
6. System program managers and contracting officers will coordinate and plan for security requirements associated with classified contracts, and will include the security requirements in contract documents.
7. Security police offices at major commands (MAJCOM) and installations will manage industrial security program implementation and provide command oversight.
8. Compliance with these policies is mandatory for all Air Force military and civilian personnel.
9. This policy directive implements the National Industrial Security Program Operating Manual, January 1995.
10. This policy interfaces with various security publications. Related policy and procedures include AFPD 31-4, Information Security; AFI 14-302, Control, Protection and Dissemination of Sensitive Compartmented Information (SCI), May 1, 1990 (copies available from the supporting Special Security Office); Defense Intelligence Agency (DIA) Manual 50-5, SCI Contractor Administration Security, October 1979 (copies available from your publishing distribution office); and AFI 31-601, Industrial Security Program Management (formerly included in AFR 205-4).

A1.2. Security police offices having industrial security responsibilities will review contracts issued by their local contracting offices as of 31 December each year. Base or local offices will provide their reports to their MAJCOMs, or other higher headquarters by 1 March. MAJCOMs or other headquarters receiving field unit reports will forward report data to HQ USAF/SPI via RCS: HAF-SPI(A)9224, Industrial Security Measurement Report by 1 May. Discontinue reporting during MINIMIZE.
A1.3. The format for the annual report will be provided to MAJCOMs, FOAs, and DRUs with industrial security responsibility, by 1 September each year. This will allow MAJCOMs and other units to participate in continual improvement of the data collection process.
